LPSE is a service unit that organizes electronic systems for the procurement of goods and services established by Ministries or Institutions or Universities or State-Owned Enterprises (BUMN) and Regional Governments to facilitate the Procurement Service Unit (ULP). In the procurement of government goods and services, LPSE is tasked with facilitating so that the procurement program can run electronically with efficient, effective, transparent, and accountable.

The government's goods and services procurement program is indeed competitive because many parties or Venders want to be partners in the programs that are opened. So how do you follow non-dwarf packages for business actors who want to participate?

Procurement of government goods and services in the non-tradition category has three types, namely E-Purchasing, Direct Procurement, and Direct Appointment. Each type of procurement process has different systematics or procedures.

The following is how to follow non-tendrum packages at LPSE, either through E-Purchasing, Direct Procurement, and Direct Appointment:

E-Purchasing is used to carry out the purchase of goods, construction work, and other services registered in the electronic catalog (e-catalogue). In the National Electronic Catalog, raw products are shown (which have gone through the process of analysis, selection, verification, and standardization by LKPP) which is needed periodically by all Ministries/Institutions/Regional Governments.

Meanwhile, in the Sectoral Electronic Catalog, there are products that are only needed by units under one Ministry / Ministry / Government of certain Regions. For example, the Sectoral Electronic Catalog includes the procurement of educational textbooks, which are only needed by schools and possibly other educational agencies.

The following are steps to follow the procurement of goods and services through E-Purchasing:

The Direct Procurement Method is used to carry out purchases of goods, construction work, and other services that are not registered in the electronic catalog, and have a value that does not exceed Rp. 200,000,000 (Two hundred million Rupiah).

Exceptions apply to the procurement of consulting services with a maximum value of IDR 100,000,000 (One hundred million Rupiah), in accordance with the provisions of Article 38 paragraph (3) in the Presidential Regulation on the Procurement of Goods and Services in 2021.

The following are the stages or steps to follow the procurement of goods and services through Direct Procurement:

The Procurement Value of Goods/Services of up to Rp50,000,000.00 will be carried out with a process: (1) Procurement Officials place orders for Other Goods/Services to Providers; (2) Providers fulfill orders; (3) Providers and PPK submit goods/Other Services; (4) Providers submit proof of purchase/payment or receipt to PPK; and/or, (5) PPK makes payments. Done.

If the Procurement Value of Goods/Services is more than the above item, and a maximum of Rp. 200,000,000.00, the process is as follows:

Direct appointments are applied in the procurement of goods, construction work, other services, and consulting services under certain circumstances. Criteria for business actors or vendors who can follow this system have been regulated in Presidential Regulation Number 12 of 2021, Article 38 paragraph (5).
