JAKARTA - The government plans to strengthen the role of the National Police Commission (Kompolnas) as part of the Polri reform agenda, including making it an independent institution with stronger oversight authority.

Chairman of the National Police Reform Acceleration Commission Jimly Asshiddiqie said President Prabowo Subianto welcomed the proposal to strengthen Kompolnas so that the external oversight function of the police institution could run more effectively.

According to Jimly, one of the main changes is that the decisions and recommendations of Kompolnas will be binding so that the National Police Chief and the police force must carry them out.

"The President very much agrees to strengthen Kompolnas. The Indonesian Police Commission is strengthened so that its decisions and recommendations are binding," said Jimly, quoted by ANTARA, Tuesday, May 5.

He explained that the strengthening was aimed at improving the effectiveness of the oversight function of the National Police as well as strengthening the institutional accountability of the police in the future. The provision will be regulated through a revision of the Law on the National Police.

On the same occasion, Coordinating Minister for Legal, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra said the expansion of the authority of Kompolnas was one of the important points in the police reform that the government was preparing.

According to Yusril, the change in authority has a direct implication on the revision of the Police Law, including strengthening the position of Kompolnas and arranging the placement of police personnel outside the main duties of the institution.

"This Kompolnas because it is expanded to its jurisdiction is also emphasized, so the implication is a change to the Police Law," explained Yusril.

He explained that the government through the relevant ministries is drafting a change in the law which will then be submitted to the DPR as an amendment to the current police regulation.

Meanwhile, member of the Commission for the Acceleration of Polri Reform, Mahfud MD, added that Kompolnas in the future is designed to be an external supervisory institution that is truly independent and has an execution power at a certain level.

"So, Kompolnas will later become an independent institution that oversees the external supervisory agency of the police so that Kompolnas is not like now as a kind of spokesperson, but becomes really the one who oversees and executes its decisions at a certain level," said Mahfud.

In the new draft, the membership of Kompolnas will be nine people from various elements of society, ranging from former high-ranking police officials, lawyers, academics, community leaders, to experts from various fields.
