IPW Urges the National Police Chief to Investigate Alleged Mafia Law in Handling the PT ARA Case

JAKARTA - Indonesia Police Watch (IPW) urges the National Police Chief General Listyo Sigit Prabowo to investigate the alleged practice of the mafia of law in handling Police Report Number LP/B/173/IV/2025/SPKT/Bareskrim Polri regarding PT ARA.

IPW highlighted the handling process of the report, which was considered to have taken place very quickly. The report was made on April 11, 2025, while the investigation order was issued only 13 days later, on April 24, 2025.

According to the IPW, when the report was made, the reporter had not attached sufficient initial evidence related to the alleged forgery of the deed or money laundering (TPPU). However, the TPPU article is still included in the report.

In its development, the alleged TPPU was then no longer used and the case continued with the alleged general criminal act related to the falsification of the deed.

IPW also highlighted the appointment of Notary Lily Masita Tomasoa as a suspect in October 2025. Previously, the North Maluku Regional Notary Honor Council stated that the creation of the disputed deed was in accordance with the notary procedure and did not approve the examination of the notary.

The IPW assessed that there were a number of irregularities in the investigation process, including alleged manipulation of facts, neglect of expert testimony, and the submission of the case file to the prosecutor, which was then declared complete or P21 on July 27, 2026.

Due to various issues, the IPW will report the alleged violations to the National Police Chief, the Head of the Criminal Investigation Unit, and the Head of the National Police's Propam Division. The IPW asked Propam to examine the Bareskrim Polri's Dirtipideksus Brigjen Ade Safri Simanjuntak and the investigators of Subdit III who handled the case.

The IPW emphasized that the examination was necessary to ensure that the law enforcement process in the PT ARA case was carried out professionally, transparently, and in accordance with the rules.
