Gedung Sate Arrangement Budget Considered Stealth

Member of Commission V of the West Java DPRD Maulana Yusuf said the budget for the arrangement of Gedung Sate which had been declared approved by several legislators, was like stealth, or not known to all legislators.

The reason, said Maulana, is that the budget shift is made to finance the arrangement of Gedung Sate from other budget posts seems supernatural, because it is not carried out transparently.

"The budget is similar to stealth. Many shifts are unknown to many members," said Maulana in Bandung, Friday, November 28, as reported by ANTARA.

Maulana also questioned the urgency of this project, amid budget efficiency promoted by local governments, including in other sectors such as cutting the Social Service and removing a number of grants.

"This is in contrast to the non-urgent arrangement of Gedung Sate," said Maulana.

Previously, West Java DPRD Chairman, Buky Wibawa Karya Goena, confirmed that all allocations had gone through various approvals.

"It's been a package, so it must have been plotted," he said.

Gedung Sate Arrangement Budget

From the various information and data collected, the emergence of various types of Gedung Sate structuring work emerged after Dedi Mulyadi served as Governor of West Java who was inaugurated on February 20, 2025, even though the West Java APBD in 2025 was ratified on November 8, 2024.

Although it was ratified before he was appointed governor, with the issuance of Presidential Instruction (Inpres) Number 1 of 2025 regarding budget efficiency, finally several changes were made to the 2025 West Java APBD which were stipulated through the governor's regulation.

Various groups considered that the 2025 APBD changes were repeatedly issued with the issuance of governor regulations, becoming an entry point in entering new programs in the 2025 budget year APBD which previously did not exist.

For various structuring work for Gedung Sate, the source of funding is allocated in two terms. The first term is the budget for structuring which is discussed in the APBD by making changes and the issuance of the governor's regulation for the change.

Meanwhile, the second term of budget allocation is for structuring work from changes to the West Java Regional Budget in 2025 which was jointly determined by the Java Ba'rat DPRD and the Java Ba'rat Provincial Government on August 15, 2025.

For the work on the arrangement of Gedung Sate, which came from the first term in the 'rat' of the garden arrangement work outside the Gedung Sate complex amounting to Rp4.1 billion, the roofwork of Gedung Sate Rp398 million, the painting of the Gedung Sate fence Rp150 million, and the well work of Rp160 million.

Another work that is believed to be from the first term of the 2025 APBD, namely the work of the Gedung Sate back garden amounting to Rp399.8 million, the 'problem' of the Gedung Sate adaptation furniture amounting to Rp3.5 billion. Then the consulting service package for planning garden arrangement outside the Gedung Sate complex worth Rp483 million and the package for consulting services for monitoring the garden arrangement outside the Gedung Sate complex is Rp346.5 million.

Meanwhile, in the second term budgeted for changes to the APBD and ratified on August 15, 2025, including Gedung Sate parking work amounting to Rp4.4 billion, gate work for ba'ru Gedung Sate Rp3.9 billion, back studio work and the roof of the Gedung Ge'dung Sate Rp219.8 million.

Furthermore, Gedung Sate canteen work is Rp398 million; work like an incinerator control worker, maintenance of waste disposal sites, clinics and Gedung Sate toilets Rp325 million. Then the maintenance of the Gedung Sate canteen area is Rp372.7 million, the governor's handling work at Gedung Sate is Rp189 million.

Next, the consulting service package for the planning of the smoking area at Kantin Gedung Sate is Rp. 94.9 million. Consulting service package for the roof maintenance planning of Gedung Sate is Rp. 94.9 million, consulting services for the plan of the part area, kir Gedung Sate Rp. 94.9 million.

The total cost of various arrangements of Gedung Sate from the budget allocated in the first term and the second term of the APBD is around Rp. 19.7 billion.
