Rules For The 2024 Election Campaign Fund From The KPU

YOGYAKARTA The General Election Commission (KPU) has rules for the 2024 election campaign funds that must be obeyed by all parties. The regulation also regulates the limitation of campaign donations. This is as explained in KPU Regulation (PKPU) Number 18 of 2023 which was issued on September 1, 2023.

Referring to Article 1 of PKPU, it is explained that Campaign funds are a number of costs in the form of money, goods, and services used by election participants to finance campaign activities.

In PKPU Number 18 of 2023 it is explained that campaign funds for election needs in 2024 can be obtained from individuals or groups, companies, and/or non-governmental enterprises. However, what needs to be underlined is that campaign donations that may be accepted have a nominal limit, with the following details.

Those planning to donate in the form of campaign funds for presidential and vice-presidential candidates are required to attach identity information containing full names, places and date of birth, age, address, telephone number, population identification number, NPWP, and source of money. In addition, the donor is also required to include a statement that he is not in arrears of tax, not in a bankruptcy condition, does not make donations from the proceeds of a crime, and donations of non-binding nature.

If the pairs of presidential and vice-presidential candidates receive donations that amount to more than the provisions, namely Rp. 2.5 billion from one person, then the recipient is prohibited from using them and must report the donation to the KPU.

In addition, campaign funds that are in the form of goods must also be recorded at the normal market price. Donations of goods can be tangible or intangible, in the form of moving and non-movable goods, and can be in the form of goods that can be converted into the form of money.

Meanwhile, campaign funds in the form of services can include services or work carried out by other parties whose benefits have an impact on the presidential and vice presidential candidates, and can be converted into money.

The rules also explain the prohibition for election participants and campaign teams to receive Campaign Fund donations or other assistance for campaign purposes whose source is from several criteria, namely as follows, referring to Article 116.
