YOGYAKARTA - Civil servants are required to get to know the single salary ASN system or the single salary system. Actually, single salaries are not new discourse, because in 2014 a number of former KPK leaders had encouraged the implementation of a single salary scheme for civil servants.

Suharso Monoarfa, Minister of National Development Planning (PPN)/Head of Bappenas, said that the single sale system in the civil servant payroll scheme is a priority agenda for the government's work in 2024.

"The concept is a pension system policy and a single sale for ASN," said Suharso Monoarfa, at Commission XI of the DPR RI, on Monday (11/9).

With the single salary system, all allowances obtained by civil servants and PPPK will be merged into ASN salaries as a whole. So what is the ASN single salt system and how is it implemented?

Based on the website of the State Civil Service Agency (BKN), the concept of a single sale is a payroll system where ASN will only earn one type of income. The salary received by ASN is a combination of various income components.

The single salt system for ASN consists of elements of position (paid) and allowances (performance and expensiveness). The grading system will be determined in determining the amount of salary in various types of civil servants.

Salaries are wages or rewards given to civil servants as a form of reward or payment for their work. Meanwhile, grading is a level or rating of the value/price of office that shows a position, workload, responsibility, and job risk.

"Each grading will be divided into several steps with different rupiah values. Therefore, there is a possibility that civil servants who have the same position can get different salaries depending on the assessment of the price of office as seen from workloads, responsibilities, and job risks," the document wrote.

Meanwhile, performance allowances in the single salary system will be provided in accordance with the performance achievements of each civil servant. This tukin functions as an additional or income reduction.

Allowances will be given as additional income if civil servants have good performance achievements or are considered very good. However, if the performance of civil servants is considered less or worse, Tukin will be categorized as a decrease or reduction in income.

The normal amount of tukin is 5 percent of the salary of civil servants, which is applied equally in every central and regional government agency. Meanwhile, expensive allowances will be calculated from the salary index column and tukin on the income index table. Then multiplied by the price index applied in each area where civil servants work.

The concept of ASN payroll with a single sale system is nothing new. In 2014, several former KPK leaders have encouraged the implementation of a single salary scheme for civil servants. According to them, the payroll system can ease the burden on the state budget used to pay ASN.

Finance Minister Sri Mulyani also mentioned the single sale system in 2019. Sri Mulyani said that the one system single salary study was carried out as an effort to reform the bureaucracy to prevent acts of corruption.

"The ability of state finances depends on the ability to collect state revenues. So it must be done gradually," said Sri Mulyani at the end of 2019.

However, Sri Mulyani said that the single salary payroll scheme did not immediately make the temptation of corruption disappear. Sri Mulyani emphasized that the application of a single salary for civil servants must also be accompanied by a benchmark for performance, accountability function, and an integrity side.
