West Java Provincial Government Meeting With JICA Bahas TPPAS Legok Nangka Toll Road Patimban

BANDUNG - The West Java Provincial Government (Pemprov Jabar) held a meeting with the Japan International Cooperation Agency (JICA) to discuss various projects ranging from the Legok Nangka Waste Final Processing and Processing Site (TPPAS) to the Patimban Toll Road.

Acting Governor of West JavaBey Vibungi Machmudin said in a meeting involving related regional apparatus organizations (OPD), namely the Regional Development Planning Agency (Bappeda), the West Java Environmental Service (DLH), West Java DPMPTSP, and the West Java Transportation Service (Dishub), related to the construction of the Legok Nangka TPPAS, there has been an understanding for acceleration.

"The meeting with JICA was about Legok Nangka and we want to work immediately, and there are several issues that are being discussed, we ask JICA to help speed up the settlement so that next year's group breaking is fast. That's what is missing. Then also about the Tambourine area there is training assistance," said Bey as quoted by ANTARA, Thursday, November 9.

Regarding the Patimban Port area, Subang Regency, Bey said that the meeting discussed the construction of the toll road there in the hope that by 2024 it could begin to be built.

For the point, said Bey, the toll road will be built along 36 kilometers from the starting point at Km 89 of the Cikampek-Palimanan (Cipali) Toll Road to the Patimban Port location.

However, Bey said that his party could not confirm it, because it was related to land acquisition.

"For the Patimban Toll Road, they (JICA) asked for it next year (2024), but I don't know yet, because it's related to land acquisition," he said.

TPPAS Legok Nangka is used to accommodate and process waste from six areas, namely Bandung City, Bandung Regency, Sumedang Regency, Cimahi City, Garut Regency, and West Bandung Regency with a capacity of around 2,131 tons per day.

Equipped with a Waste Power Plant (PLTSa), TPPAS Legok Nangka will process waste with a generated electricity capacity of up to 18 megawatts (MW).

The Metropolitan Tambourine area, which is being developed by the West Java Provincial Government, is projected to be the future for West Java's economic drive to support industrial estates currently running in Bekasi and Karawang.

This tambourine is supported by seven regencies and cities with a complete support from the regulatory side, regional RDTR (Detailed Spatial Plan), and infrastructure with a projection of being able to absorb 4.49 million workers, if the development goes well.

Meanwhile, Patimban Port will be connected to the Metropolitan Tambourine area, where the giant seaport is still in the construction process.

Patimban Port was built and developed in several stages, namely phase 1-1 was built from 2018 to 2021, and stage 1-2 was carried out from 2022 to 2025, which will then be continued in stages two and three.

In stage 1-1, a 35 hectare container terminal was completed with a capacity of 250,000 TEUs and a 25 hectare vehicle terminal, with a capacity of 218,000 CBU. The budget absorption for this project is IDR 14 trillion from JICA's loan.

In phase 1-2 which is being built since 2022 and is targeted to be completed in 2025, it will have a container terminal with an area of 66 hectares with a capacity of 3.75 million TEUS, and a 25 hectare vehicle terminal with a cumulative capacity of 600,000 CBU and a roro terminal covering an area of 200 meters. The budget spent on this project is IDR 9.5 trillion from JICA loans.

Meanwhile, for phase two, it will be built on February 25, 2024, with a budget required of IDR 7.58 trillion for the construction of a container terminal with a capacity of 5.5 million TEUs.

Finally, namely phase three with the Government Cooperation with Business Entity (PPP) scheme starting to be built from 2026 to 2027 for the container terminal construction project with a cumulative capacity of 7.5 million TEUs and a budget needed of IDR 3.86 trillion.
