DKI Provincial Government Will Unacturize Sunter's ITF Project Business Scheme So As Not To Burden The APBD

Deputy Head of the DKI Jakarta Environmental Agency, Sarjoko, said that the potential for an increase in the regional budget disbursed so that the Sunter Intermediate Treatment Facility (ITF) could operate would definitely occur.

Because, if later the construction of this waste processing facility into electrical energy is realized, the DKI Provincial Government must spend a jumbo budget to pay the tipping fee to private partners who manage it.

Therefore, Sarjoko admitted that he would ask the BUMD PT Jakarta Propertindo (Jakpro) who was given the task for the Sunter ITF project to tamper with its business scheme with partners in order to reduce expenses.

"Later, Jakpro friends will try to collaborate on the business scheme. Do there be solutions that reduce concerns about the APBD, then how about (business scheme) that does not require a tipping fee or can be minimized," Sarjoko told reporters, Wednesday, August 2.

If Jakpro manages to find a solution to this problem, Sarjoko said that the Sunter ITF project whose construction was canceled this year could be resumed in the future.

"If it can be done, maybe in the future it can be re-optimized. By considering the APBD, it is feared that this tipping fee will be burdensome in the future," said Sarjoko.

The DKI Jakarta Provincial Government has actually allocated a budget of IDR 577 billion from the 2023 APBD as the initial capital for the Sunter ITF work. However, Sunter's ITF work this year was canceled.

The calculation is that the investment value for the Sunter ITF development reached IDR 5.2 trillion. This project clearly requires investors from the private sector for funding.

What is burdensome is that when the Sunter ITF operates, the DKI Provincial Government must pay the cost of waste management or tipping fees to partners of around Rp. 500 thousand to Rp. 700 thousand per tonne of waste processing within a period of 20 to 30 years.

The decision to cancel the construction of the Sunter ITF has surprised the DPRD. In fact, Member of Commission C of the DKI Jakarta DPRD, Manuara Siahaan, emphasized that the Sunter ITF was included in the national strategic program (PSN) in the government of President Joko Widodo.

"The problem now is whether the ITF has been evaluated or not? Suddenly a statement exploded that it was not continued for reasons a, b, c, d, e. Don't give the bitter pill and end up getting stomach pain," said Manuara at the DKI Jakarta DPRD Building, Tuesday, August 1.

According to Manuara, the DKI Provincial Government can still tamper with regional expenditure costs from the Sunter ITF operations which will later be signed through a cooperation agreement with private partners.

"Tipping fees are variables. If you have spoken nominally, it becomes objective or not objective if it has been analyzed in the feasibility study regarding the nominal amount," said Manuara.
