Response To Buro Happold's Clarification On JIS, PDIP Proposes Special Committee To Dismantle Malpractice For Stadium Construction

JAKARTA - Secretary of the PDIP faction of the DKI Jakarta DPRD, Dwi Rio Sambodo, views that the construction of the Jakarta International Stadium (JIS) has proven problematic after the clarification emerged from Buro Happold, a design, engineering and consulting service company from England.In his clarification, Buro Happold stated that his party did not design JIS and was not involved in the construction of the stadium that was founded since the Anies Baswedan era."This confirms that there is malpractice in the planning and construction of the JIS stadium. It is not surprising that there is a lot of shortage of JIS satdion facilities and is far from the international standard as it should be," Rio said in a short message, Monday, July 10.From this problem, Rio emphasized that the DKI Provincial Government must conduct a total audit of JIS planning and development. Then, there must be basic technical handling both in the short and long term for infrastructure.Rio also admitted that his party would propose the formation of a special committee (special committee) to investigate this matter to the leadership of the DKI Jakarta DPRD.In Government Regulation Number 12 of 2018, the special committee was formed in a plenary meeting at the suggestion of DPRD members. Most of the special committee members were formed on 25 people, consisting of members of the related commission proposed by each faction."It must form a Special Committee for JIS if deemed necessary, especially since this has used a lot of people's money, around Rp. 4.4 trillion from PEN funds and the DKI Regional Budget," he said.Previously, Buro Happold clarified the role and contribution of the company in the JIS project. Buro Happold emphasized that his party was not asked to design the JIS stadium and never designed this stadium. Furthermore, the company is also not involved in any construction work that is carried out later."Jakarta Konsultindo (Jakkon) asked Buro Happold to make design guidelines (design guidelines) and provide consulting services, from December 2018 to March 2019," wrote Buro Happold's statement.The scope of work includes preparation for the creation of a design guide (preparation of concept design guide), assessment for technical and commercial issues (technical and commercial assessment), concept of master plan for areas around the stadium (concept master plan for the surrounding area), as well as roadmap implementation of the project (implementation roadmap)."During the time of making the guide, the company ensures that all aspects related to FIFA standards are met," he explained.Furthermore, after the series of jobs above was completed, Buro Happold was asked to review the design concept prepared by other parties, which in this case was the consultant appointed by Jakkon.
"The company's results of the review identified several aspects that did not match the original design concept guide from Buro Happold. These findings have been submitted by Buro Happold in a separate letter," he explained.
