KPK Asks Jambi Provincial Government To Complete Construction Of Ujung Jabung Port

JAMBI - The Corruption Eradication Commission (KPK) through the Deputy for Coordination and Supervision (Korsup) has asked the Jambi Provincial Government (Pemprov) to complete the construction of Ujung Jabung Port and secure regional assets in the form of land asset certification.

"We highlight the rescue and security of regional assets as well as development projects in Jambi Province which have yet to be resolved, so it is necessary to accelerate the resolution of a number of these problems which are considered very necessary to avoid potential state losses and at the same time close the gap for corruption," said Head of the Korsup Region I Task Force of the KPK Maruli Tua as reported by ANTARA, Wednesday, June 6. The construction of Ujung Jabung Port is the focus of joint discussion between the KPK, the Jambi Provincial Government and the relevant Ministries at the coordination meeting.

Since 2013, the funds that have been allocated for this port construction project have been recorded in significant value, namely Rp. 98 billion from the Jambi Provincial Government Budget, Rp. 201 billion from the Ministry of Transportation's State Budget (2014-2019) and Rp. 45 billion from the Ministry of PUPR.

"So that a follow-up can be carried out regarding the port construction process, so that it does not become a potential for corruption that causes state and regional losses, so it is necessary to make a framework for the completion of the Ujung Jabung port construction so that this port construction project avoids stalled status," he said.

He also added that the process of granting land assets from the Jambi Provincial Government to the Ministry of Transportation must immediately be carried out as a first step in development where at the same time all relevant parties also need to work together so that the port can be completed immediately without any problems.

"We also ask all parties, both from the Jambi Provincial Government, the Ministry of Transportation and the Ministry of PUPR to carry out their obligations in accordance with their respective duties so that the construction of the Ujung Jabung port avoids stalled status that can harm state finances," said Maruli.

The Jambi Provincial Government also requested that physical security be carried out on the land in the Ujung Jabung port area which had been acquired, so that there would be no land occupancy by other parties who were not entitled.

The commitment of the Jambi Provincial Government and two ministries to complete the construction, Jambi Governor Al Haris said that the Ujung Jabung port is one of the Jambi Provincial Government's strategic projects because of its position and economic potential and therefore, the Jambi Provincial Government wants the Ujung Jabung Port construction project to continue.

"As a form of our commitment in supporting the Ujung Jabung Port construction project, we are willing to donate land assets to the Ministry of Transportation for the construction process of this port, where we have carried out land acquisition of 97 Ha for regional development," said Al Haris.

Meanwhile, Teguh Dwi Janarko from the Directorate of Port of the Ministry of Transportation in the same forum explained that the construction of the Ujung Jabung Port has become a strategic project for the Jambi Provincial Government. The construction has also entered the RPJMN, which is planned to be completed in 2024.

For the status of the Ujung Jabung Port, it is recorded that it is still the collection port, so that the construction process is still the responsibility of the Ministry of Transportation and the Ministry of Transportation, in accordance with the Port Main Plan, to continue the construction of the Ujung Jabung Port.

A similar support was also expressed by the Ministry of PUPR, which in the discussion was represented by Ande Akhmad as Head of the Legal Section of the Ministry of PUPR, saying that the Ministry of PUPR is ready to support the construction of the Ujung Jabung Port, which is related to the Sei Rambut bridge infrastructure, with the condition of certainty of completion of port construction and access roads.

Certification of local government land assets (Pemda) needs to be carried out immediately and becomes a discussion of the KPK with the Jambi Provincial Government and other related parties on the second day of the coordination meeting in Jambi Wednesday (7/6), the land sector is the main subject of discussion.

Meanwhile, Edi Suryanto, Acting Director of Korsup Region I KPK, said that to support the government's program, namely the issuance of all regional asset certificates in Indonesia which is targeted to be completed by the end of 2024, the KPK has provided assistance to the local government.

As a form of breakthrough in the land asset certification program, it is hoped that no later than July 31, 2023 the local government can register all land assets with all BPN Land Offices in each region and the KPK also asks OPD recipients of assets throughout the regional government to help install boundary markers, so as to speed up the process of certification of land assets by the Land Office.

Director of Land and Spatial Registration Regulation of the Ministry of ATR/BPN, Hasan Basri Nata Menggala also said that the Complete Systematic Land Registration (PTSL) program in Jambi Province this year targets the issuance of certificates for 127,000 land parcels.

However, only about 3,000 plots of land have been issued with certificates, so collaboration of all levels of local government and related agencies is needed so that the PTSL program can achieve its target.

"We ask that the local government can provide incentives in the form of relief and exemption from BPHTB (Bea Obtaining Land and Building Rights) for the first issuance of certificates, because it will really help the community and with these incentives, more and more people will take part in PTSL and register for certificate issuance," Hasan said.

At the end of this coordination meeting, Edi Suryanto expressed the KPK's support for relief or exemption from BPHTB. The number of people who take part in the PTSL program and the number of certificates issued can increase the sale and purchase of land, so that it can add BPHTB and also the PBB which will be received by the local government.
