Pesimis Jakarta Workers Increase DKI 2024 UMP According To Expectations

JAKARTA - The DKI Jakarta Provincial Government will hold a Wage Council meeting to determine the value of the increase in the DKI Jakarta provincial minimum wage (UMP) in 2024.

In this case, the labor group demands an increase in the UMP by 15 percent. However, the member of the DKI Jakarta Wage Council from the labor element, Dedi Hartono, is pessimistic about the value of the 2024 UMP which will be determined later according to their expectations.

Because, in the formulation of this year's minimum wage increase, the government uses a new formula based on Government Regulation (PP) Number 51 of 2023 concerning Wages. The regulation is stipulated as a substitute for PP Number 36 of 2021.

"It's just that when we talk about the formulation, it's still in the formulation (PP) 51, we won't get it. So, if you don't get 4 percent, then the workers will definitely be disappointed and the condition with 15 percent demand won't come in either," Dedi told reporters, Friday, November 17.

According to Dedi, there needs to be other factors outside the PP formula Number 51 of 2024 which makes the UMP value in 2024 according to the demands of the workers. One of them is the governor's discretion.

This was done by former DKI Jakarta Governor Anies Baswedan who revised the increase in the DKI Jakarta UMP in 2022 from 0.85 percent to 5.1 percent. Although, the revision of the UMP increase was sued to court and the DKI Provincial Government had to return to lowering the UMP according to the court's decision.

Despite the governor's discretion opportunity, Dedi assessed that the Acting Governor of DKI Jakarta Heru Budi Hartono would not take this step.

"Today the Acting Governor, yes, so his position is the main person who is striking in the law and he is not political. I'm afraid he won't be able to change much to do discretion as governor," he said.

For information, the DKI Jakarta UMP in 2023 is IDR 4.9 million. Meanwhile, the labor group demanded the DKI Jakarta Provincial Government to increase the DKI 2024 UMP by at least 15 percent, around IDR 5.6 million to IDR 6 million.

Calculation or formula for the increase in the minimum wage based on PP Number 51 of 2023 uses 3 variables. The three variables are economic growth (PE), certain indexes, and inflation.

It is estimated that the increase in the DKI 2023 UMP using PP reference Number 51 of 2023 is no more than 5 percent of the 2023 UMP. This amount is not commensurate with the demands of the labor group which asks for an increase in wages of up to 15 percent.

Head of the DKI Jakarta Manpower, Transmigration and Energy Agency (Disnakertransgi) Hari Nugroho emphasized that the increase in the DKI Jakarta UMP in 2023 could not be determined outside the reference for the central government regulation, even though workers held a massive demonstration.

"After tomorrow the trial will run smoothly, there will be 1 number that we will recommend to the governor. Even though (the labor) is a massive demonstration, it cannot change. Right, there are already rules for the game," said Hari.
