Principle of Cadre Formation

1. Open

The cadre formation stage must be able to be followed by all political party members. All members must have the same opportunity to receive training or other activities that apply to the cadre formation process.

2. Non-Discriminatory

This principle must also be the same. With this principle in place, the cadre formation mechanism must provide equal space for all its members to obtain promotions and political careers without having to differentiate between skin color, religion, class, gender and ethnicity.

3. Tiered

The cadre formation in political parties must be based on gradual, tiered or pyramidal stratification.
