The DKI Provincial Government Is Called To Relocate Funds To Continue Development Of Aquarium Villages

JAKARTA - The DKI Jakarta Provincial Government is said to be again allocating funding outside the Regional Revenue and Expenditure Budget (APBD) to continue the construction of the Kampung Susun Aquarium Block E.

Chairman of the Akuarium Bangkit Mandiri Cooperative, Darma Diani in Penjaringan, North Jakarta, Thursday, August 17, said that the funding outside the APBD was a scheme for imposing an obligation to use a Land Accompanying Principle (SP3L).

SP3L is charged to developers who want to build luxury apartments or flats in Jakarta. "This is SP3L, so the company must prepare funds to DKI, not the APBD. If the APBD is budgeted, it will be done immediately," said Diani.

The character of the Capital City for Empowerment in 2020 understands that funding to continue the construction of the Aquarium Susun Village will take time because the process until the funds drop is not short.

According to Diani, initially the DKI Provincial Government (Pemprov) planned to continue the construction of Block E Kampung Susun Aquarium with the SP3L obligation scheme from the developer company PT Trimitra.

"Actually, from the auction process, the appointment and development were already there from PT Trimitra, but maybe they said the economy was bad, right, so they couldn't afford it," said Diani, as reported by Antara.

If true, Diani hopes that related parties can explain to residents who are waiting for the construction of a residence in Block E Kampung Susun Aquarium for the last two years.

"Now the concentration is in Block E, because there is no movement at all. Yesterday we heard they were able to by the end of the year, we want to get news as soon as possible for Block E," said Diani.

Currently, only two blocks have been built, namely Blocks A, B, C and D. But only two blocks are occupied by residents, namely Blocks B and D.

The two blocks, which have been inhabited for about two years, have 107 residential units along with trading kiosks with a total of 103 family heads (KK).

Diani said that the filling of Block C was waiting for the issuance of a Functional Eligibility Certificate (SLF) and so on. After that, the minutes were published to the Mayor of North Jakarta to continue handing over the units to the Bangkit Mandiri Aquarium Cooperative as the manager of the Kampung Susun Aquarium.

"He said that on Friday there will be an examination. After that it can be further occupied," said Diani.

Block A has also been completed. However, there are still reports from the Cipta Karya, Spatial Planning and Land Service. Diani said, the current progress is around 94 percent, only reports related to electrical mechanics (ME) have not been completed.

Because the electricity component (MCB) in Block A is actually in Block E which has not yet been built. Block E is next to Block A on the east side. If the ME-related report is completed, Diani is optimistic that the block can also be filled immediately.

"So A and C just need to fill in and after that hand over. If it has been handed over to the cooperative, the residents of Kampung Akuarium who have been able to enter for a long time. For E, they are still waiting," said Diani.
