Asking APIP Officials To Strengthen Prevention To Minimize Violations, Minister Of Home Affair: That's Better Than Cure

JAKARTA - Minister of Home Affairs (Mendagri), Muhammad Tito Karnavian, reminded the Government Internal Supervisory Apparatus (APIP) to prioritize prevention efforts to minimize violations.

"Prevention is better than cure", said Tito in a written statement received in Jakarta, Antara, Wednesday, July 27.

APIP needs to create a supervisory mechanism that can prevent violations, whether criminal, administrative, or involving the behavior of members.

Tito added that the measure of the success of supervisors is not in finding many cases and imprisoning people who violate them. However, it is in the APIP's ability to provide assistance and input so that violations do not occur.

"If more and more violations occur in that place, it means that the government's internal supervisory apparatus is not working", he said.

Therefore, APIP must take proactive steps to prevent violations from occurring. This needs to be the main principle of APIP in carrying out its duties, especially because APIP is the backbone of supervision within the government, both central and regional governments.

Prevention efforts are carried out by not tolerating violations that occur. However, violations that are minor in nature and can still be handled through a restorative mechanism do not need to be handled with a criminal approach.

In addition to preventing, he said, APIP also plays a role in conducting regular and special supervision in stages. Another role is to assist with external examinations such as from the Audit Board of Indonesia (BPK), Corruption Eradication Commission (KPK), law enforcement officers, or other supervisors.

In addition, APIP also plays a role in providing advice to the leadership regarding the actions that need to be taken regarding the findings of violations.

"(The suggestion) can be warning actions, can be sanctioned, to the extreme, namely law enforcement which is left to APH", he said.
