China's UN Ambassador Zhang Jun told the UN Security Council reports and images showing civilian deaths in Bucha, Ukraine were 'deeply disturbing', but said circumstances had to be verified and any allegations should be based on facts.

Ambassador Zhang urged the United States, NATO and the European Union for dialogue with Russia, rather than further sanctions which he said were ineffective in resolving the crisis.

On that occasion, he also urged compliance with international humanitarian law in Ukraine, to avoid politicizing the issue.

"We call on the parties to comply with international humanitarian law, protect the safety of civilians and civilian facilities, minimize civilian casualties, ensure safe and smooth humanitarian corridors for refugees and humanitarian assistance, and guarantee the basic rights of women, children and wounded and detained fighters," he said, quoting TASS.

"Humanitarian issues should not be politicized," said Ambassador Zhang.

He added that it was important for the United States, NATO, and the European Union to engage in a comprehensive dialogue with Russia to resolve differences.

"We call on the United States, NATO, and the European Union to engage in a comprehensive dialogue with Russia, to confront their differences accumulated over the years, find solutions to these problems, and promote balanced, effective, and sustainable regional security development," he concluded.
