West Jakarta Metro Police Chief Kombes M. Syahduddi said the perpetrator of the murder of a woman in the Central Park mall lobby, AH (26) suffered from Papalflosia or hallucinations of something excessive.

Syahduddi admitted that the medical verdict was issued by the Keramat Jati Police Hospital, East Jakarta. On the basis of psychological observation of the perpetrator for about eight days following the perpetrator's strange behavior during the investigation process and information from the perpetrator's family.

"After approximately eight days of observation at the Bhayangkara Hospital level 1 of the National Police (Karamat Jati Police Hospital), information was obtained from a psychiatric forensic doctor, it was stated that the suspect AH was found to have a severe mental disorder, which in medical terms is calledkatan▁perasaanp," said Syahduddi, Tuesday, October 24.

Furthermore, said Syahduddi, the act of violating the law or criminal acts committed by suspect AH was part of a mental disorder.

"So the doctor gave a recommendation that the suspect needed psychiatric treatment to treat the symptoms of mental disorders and strict supervision, in order to prevent risks that endanger the perpetrator and the (community) environment," said Syahduddi.

Responding to the results of the observations and recommendations of the Keramat Jati Police Hospital, said Syahduddi, his party had taken steps in the form of sending case files and coordinating with the West Jakarta District Attorney (Kejari).

"(Coordination) to ask for further instructions and handling," said Syahduddi.

Then, he continued, after receiving instructions from the Prosecutor's Office, investigators will immediately carry out a case title to provide legal certainty against the case.

"In the end, investigators will send and hand over the suspect to a mental hospital that has been appointed by the Bhayangkara Hospital level 1 of the National Police (Polri Keramat Jati Hospital)," said Syahduddi.

Furthermore, following the medical verdict for severe mental disorders orcincations in the suspect AH, Syahduddi, said that investigators were guided by the Criminal Procedure Code (KUHAP) and the Criminal Code (KUHP) in the investigation process.

"In the Criminal Procedure Code it is explained that in Article 109, investigators have the authority to stop investigations because there are three things, the first is because there is sufficient evidence, the second is not a criminal act, the third is by law," said Syahduddi.

Then, he continued, the element of the 'legal pandemic' consists of several aspects, one of which is that when the perpetrator suffers from mental disorders it cannot be legally accounted for.

"Well, this is our guideline in the next handling process, and this is reinforced by article 44 of the Criminal Code, where it is explained that whoever commits an act cannot be accounted for to him, because his soul is disabled in growth or disturbed because a disease cannot be punished," added Syahduddi.

On that basis, Syahduddi coordinated with the prosecutor's office to complete the case file and also attached instructions from or information from the expert at the Keramat Jati Police Hospital for psychiatric treatment as regulated in the legislation.
