Jokowi Distributes 1.5 Million Land Certificates to Residents of 34 Provinces, Including the Suku Anak Dalam Land
JAKARTA - President Joko Widodo distributed 1.5 million land certificates to the people in a hybrid manner at the State Palace, Jakarta, Thursday, December 1.
In his remarks, Jokowi emphasized that granting land certificates as a sign of legal land rights is very important because it concerns the livelihoods of many people and avoids land conflicts.
"This afternoon I am happy because 1,552,000 certificates were distributed in 34 provinces. Both were received directly by those present at the State Palace and those who were present (online) in their respective provinces", Jokowi said in Jakarta, Thursday, December 1, reported by Antara.
He conveyed, in 2015 there were 126 million land parcels that had to be given certificates. Meanwhile, at that time, only 46 million heads of households already held certificates.
"This means that there are still 80 million who do not hold certificates. How many? That is what causes land disputes, land conflicts are everywhere", he said.
He said that currently 100 million land certificates have been issued so the remaining 26 million certificates will be finalized in the coming years.
"In about two or three years it will be finished", said Jokowi.
The President expressed his joy that 744 of the Suku Anak Dalam plots of land had been completed. Previously, the Suku Anak Dalam land dispute had been going on for 35 years.
"Now it can be resolved. Because of what? Get down to the field. Mr deputy minister went to the field, the minister went to the field, the regional office went to the field, and it's done. If we have a problem and the problem is clear, it's easy to solve, as long as we follow it in the field. If you just sit in the office, it won't be finished anytime soon", he said.
Jokowi emphasized that there are many land disputes in the country, including the existence of a land mafia. However, the President reiterated that he had ordered the Minister of Agrarian Affairs and Spatial Planning (ATR)/National Land Agency (BPN) Hadi Tjahjanto to show no mercy to the land mafia.
"I have conveyed to the minister, please don't give mercy to the land mafia. This concerns the livelihood of many people, namely the people. When it comes to land, it's terrible, sir. Can fight, and kill each other because it involves a matter of very principle. This is what we must avoid so that land conflicts and land disputes can be resolved immediately by providing certificates as proof of legal rights to land to the people", he explained.

The President requested that the certificates received be photocopied and stored properly. As for what will be used as collateral in the bank, the President again reminded that everything is calculated properly and the bank loan money is actually used for productive business activities.
Meanwhile, the Minister of ATR/BPN, Hadi Tjahjanto, in his report stated that the total certificates issued today, Thursday 1 December, were 1,552,450 certificates, consisting of 1,423,750 certificates from the Complete Systematic Land Registration Program (PTSL) and 119,699 certificates for land redistribution to communities throughout Indonesia offline and online in 33 provinces.
Hadi said that out of an estimated total of 126 million land plots throughout Indonesia, the ATR/BPN Ministry had succeeded in registering 100.14 million land parcels, of which 82.5 million land parcels had been certified.
To achieve the target of all registered land parcels by 2025, he said, the remaining 25.86 million land parcels will be completed over the next three years.
"We also report on the target of land redistribution activities to provide land for agrarian reform objects or TORA covering an area of 4.5 million hectares, which consists of providing TORA from former usufructuary rights, abandoned land, and other state land covering an area of 400 thousand hectares, currently the achievements exceed the target. covering an area of 1.16 million hectares or 291.61 percent", said Hadi.
As for the activity of providing TORA from releasing forest areas, with a target of 4.1 million hectares, currently, 329,936.75 hectares or 8.05 percent have been certified.
"As an effort to accelerate land registration, the ATR/BPN Ministry encourages district/city governments to release BPHTB for the first time land registration, and to date, at least 93 districts/cities throughout Indonesia have released BPHTB", he said.
