The EU technology regulator is communicating with the Telegram messaging app, which is nearing the user threshold that can make it subject to stricter requirements under the Digital Services Act (DSA). This was said by the European Commission on Tuesday, May 28.

The DSA, which took effect last year, regulates all intermediaries and online platforms, but with tougher obligations for big tech companies to better monitor illegal and harmful content on their platforms.

Telegram reports to have 41 million users in the European Union in six months to February. This number is still below the 45 million user threshold set by DSA. If Telegram reaches or exceeds that limit, they will be classified as very large online platforms (VLOP) that must comply with stricter obligations.

"We are in touch with Telegram," said a spokesman for the European Commission. "We are monitoring these developments and coordinating with digital service coordinators."

Other online platforms that have been designated as VLOP include Alphabet's Google, Amazon, Apple, Meta Platforms, Microsoft, AliExpress, Snap, Pinterest, ByteDance's TikTok, Zalando, and three porn websites.
