UK Launches “Bletchley Declaration” to Increase Global Cooperation on AI Security

JAKARTA - On Wednesday, November 1, the UK finally published the "Bletchley Declaration", jointly agreed with countries including the United States and China, which aims to increase global efforts to cooperate on artificial intelligence (AI) security.

The declaration, by 28 countries and the European Union, was published on the opening day of the AI Safety Summit held at Bletchley Park, UK.

"This declaration fulfills the main objectives of the meeting in establishing mutual agreement and responsibility on the risks, opportunities and future processes for international cooperation in frontier AI security and research, especially through greater scientific cooperation," the UK representative said in a separate statement accompanying the declaration.

The declaration encourages transparency and accountability from actors developing frontier AI technologies in their plans to measure, monitor, and mitigate potentially harmful capabilities.

"This is a historic achievement involving the world's largest AI powers agreeing on the urgency of understanding the risks of AI - helping to ensure the long-term future of our children and grandchildren," said British Prime Minister Rishi Sunak.

The Declaration sets out a two-pronged agenda focused on identifying risks of common concern and building scientific understanding of them, as well as building cross-country policies to mitigate them.

"This includes, along with increased transparency by private actors developing frontier AI capabilities, appropriate evaluation metrics, security testing tools, and development of relevant public sector capabilities and scientific research," the declaration said.
