"Cities at level 2 that previously received dispensation (on the implementation of PPKM until October 4) are currently unable to achieve the vaccination coverage target," said Luhut.
However, he said that the minimum requirement for elderly vaccination coverage to reduce PPKM levels from 3 to 2 and 2 to 1 which was enforced since September 13, 2021, was able to significantly increase the speed of vaccination for the elderly in Java-Bali.
