KPK, Attorney General's Office, And Police Receive Bad Assessment From The ICW Regarding Corruption Actions

JAKARTA - Indonesia Corruption Watch (ICW) has given red points to law enforcement officials, namely the Corruption Eradication Commission (KPK), the Attorney General's Office, and the National Police regarding the prosecution of corruption cases.

"The performance of taking action against corruption cases carried out by law enforcement institutions during the first semester of 2021 only reached 19 percent and was ranked E", said ICW researcher Lalola Easter in a press conference broadcast on YouTube Sahabat ICW, Sunday, September 12.

Lalola then said the value was based on the number of corruption cases handled by law enforcers such as the KPK, the Attorney General's Office, and the National Police during the monitoring period from January 1 to June 30, 2021.

"There are grades A to E and with the number of cases handled only 209 cases, of which only 19 percent, then he is in grade E or very bad", she said.

She said these law enforcers should be able to take action against corruption more. Lalola even said that there should have been 1.109 corruption cases that could have been handled by the three institutions if they were based on DIPA for the 2021 Fiscal Year.

However, what happened was the opposite. In this semester, law enforcement officers were only able to handle 209 corruption cases, of which 108 or 89.6 percent were new cases; 8.5 percent or 17 cases were the results of development, and 1.9 percent or 4 cases were the results of the KPK's sting operation (OTT).

The most dominant mode carried out by perpetrators of corruption is related to fictitious activities or projects. "Meanwhile, other modes that are often used are embezzlement, budget abuse, and markups", said Lalola.

"The three modes are often found in corruption cases in the procurement of goods or services and in the management of the government budget", she added.

Furthermore, ICW also disclosed the performance of the three law enforcement agencies. The Attorney General's Office, said Lalola, has taken action against 151 corruption cases in which there are 363 suspects with state losses reaching IDR 26.1 trillion.

Meanwhile, the police have taken action against 45 corruption cases with 82 suspects and state losses amounting to IDR 388 billion. Meanwhile, the KPK was recorded at least because it only handled 13 corruption cases in which there were 37 suspects with a total state loss of IDR 331 billion.

With this data, ICW said that the performance of the prosecution of corruption cases by the Attorney General's Office was quite good in terms of quantity, but there were a number of records in terms of quality and professionalism in handling corruption cases.

This is because it is suspected that there are a number of prosecutors who do not handle corruption cases, so an evaluation is needed. In addition, Lalola also said that the prosecutor's office had minimally developed the cases it was handling.

"One of them is the Pinangki Prosecutor's case. The Prosecutor's Office has not made any efforts to pursue other actors involved in the case", she said.

As for the police, ICW assessed that the prosecution of corruption cases was very poor in terms of quantity and quality. The reason is that the police rarely target intellectual actors.

Finally, Lalola mentioned that the performance of the KPK has increased the number of cases handled but not significantly. In addition, the number of suspects and the value of state losses handled have decreased so that this institution is considered worthy of a D.

This bad score was obtained by the KPK due to internal problems. One of them is related to the National Insight Test Assessment (TWK) which is a condition for the transfer of employee status to State Civil Apparatus (ASN).

"The impact of TWK can be seen at least from the poor performance of the KPK in the first semester of 2021 at least after May 5", she concluded.
