Rebuked By Minister Of Home Affairs For Not Paying Healthcare Incentives, This Is The Explanation From Regent Gianyar

GIANYAR - Minister of Home Affairs Tito Karnavian rebuked 10 regents and mayors for not paying incentives to health workers dealing with COVID-19. One of the regional heads who received a warning was the Regent of Gianyar, Made Mahayastra.

The Regent of Gianyar explained about the unpaid health worker incentives. His party has communicated with the staff of the Coordinating Minister for Maritime Affairs and Investment (Menko Marves) Luhut Binsar Pandjaitan.

"We already communicated this when his staff, Mr. Luhut (who was at the time) came to Gianyar, including the Minister in it. I wrote, the Minister of Health was copied to the Governor and the Ministry of Home Affairs", said Mahayastra, when contacted Tuesday, August 31.

"One, we have paid in January, February, we have paid first. In fact, it was after February if I am not mistaken in the 3rd and 4th months we have paid. The rest of March, April, May, June, August means, right, the remaining 6 months", he added.

The contents of the letter explained that the handling of COVID-19 in Gianyar was carried out by all Regional Apparatus Organizations (OPD).

"The content of our letter is that we are dealing with COVID-19 together. We are not only in the range of tracing, testing, treatment, there is also economic recovery, but there also is vaccination, there is social assistance which is carried out entirely in collaboration with all OPDs", he said.

Meanwhile, for health workers in Gianyar, the income from salary is in accordance with the rank group, the second can be Additional Employee Income (TPP) and the third can be Services (Jaspel) in Gianyar.

"For the third group, they get IDR 5 million, after that, they get IDR 5 million for health incentives, nurses, if in total from that income, they get a salary of around IDR 17 and IDR 18 million", he said.

"Meanwhile, the other OPD before this health worker we pay, because through this health worker application the TPP cannot be disbursed. He (OPD) only gets a salary. Because they only have one income while they (health workers) have 4 income items. Meanwhile, those who work in BPKT at Regional Development Planning, Research and Development Agency (Bapedda) in all OPD there is only one income, there is a very striking inequality", he said.

Meanwhile, the process of paying health workers incentives is called complicated. Meanwhile, some health workers in Gianyar are also still busy with their main duties and responsibilities, so they don't get carried away.

"Because they get other (tasks) they are not greedy. Especially (health workers) at the public health center (puskesmas). If (health workers) are at the hospital, they get lost quickly because they pass the application", he said.

"And indeed, if we are asked about our difficulties, the Gianyar budget from IDR 1.1 trillion has only entered IDR 200 billion. Almost IDR 900 billion has not been reached for this year in September", he continued.

The Gianyar Regent explained that the payment of incentives for health workers will have an impact on the salaries of 4.000 contract workers because this budget comes from refocusing on an 8 percent cut in general allocation funds.

"Meanwhile, we have written a letter to the Minister of Home Affairs, the Minister of Health, and the Minister of Finance, that the remaining amount of the existing DAU is around IDR 16 or IDR 17 billion. We use it to pay for contract workers who are currently working to deal with COVID-19", he said.
