Social Corruption Assistance For Rehabilitation Worth IDR 4.8 Billion Poor Houses In Aceh, Two People Become Suspects

JAKARTA - The District Attorney Subulussalam, Aceh, has named two suspects in the alleged corruption crime of social assistance for the rehabilitation of uninhabitable houses for the poor amounting to IDR 4.8 billion.

The Head of the District Attorney Subulussalam, Mayhardy Indra Putra, said the two suspects, namely the initials S, former Head of the Subulussalam City Social Service, and DEP as a consultant.

"S and DEP were determined after there was strong evidence of allegations of corruption cutting social assistance funds for the rehabilitation of uninhabitable houses in Subulussalam City. Each recipient was deducted IDR 1.5 million", he said in Subulussalam, reported by Antara, Tuesday, August 10.

He said the Subulussalam City Social Service in the 2019 budget year managed the social rehabilitation program for uninhabitable houses. The total budget for the program reached more than IDR 4.8 billion, sourced from the Aceh Special Autonomy Fund.

He said the program targets 250 recipients divided into 15 groups. Each recipient received social assistance for the rehabilitation of uninhabitable houses of IDR 19.35 million.

"Suspect S as the Head of the Social Service asked the suspect DEP to make a budget plan and drawings as well as two accountability reports. The cost of the budget plan and drawings is IDR 500 thousand and the two accountability reports are IDR 500 thousand each for a total of IDR 1.5 million", he said.

From the results of the examination, he said, the cost of making a budget plan and drawings, as well as two accountability reports, were charged to the beneficiaries, so that the amount of aid received was reduced by IDR 1.5 million.

"Before the first phase of disbursement, suspect S reminded each head of the recipient group, if they had disbursed the aid, immediately make a payment of IDR 1.5 million to the suspect DEP", he said.

In fact, he said, based on the Regulation of the Mayor of Subulussalam regarding implementation instructions, budget plans, and accountability reports, each group was made with the assistance of assistant officers.

"The Subulussalam Mayor's Regulation also states that there will be no cuts in aid, including for Budget Plan administration costs, the format is also contrary to the Mayor's Regulation", said Mayhardy.

According to him, the two suspects are suspected of violating Article 2 Paragraph (1) of Law Number 31 of 1999 which was changed to Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption in conjunction with Article 55 Paragraph (1) 1 of the Criminal Code.

"Based on the results of the calculation of the Subulussalam City Inspectorate, the state losses caused by the actions of the two suspects reached IDR 375 million", he said.
