Report of the King Juli Envelope Not Followed Up, KPK: Giving Potential Gratification Should Be Rejected

JAKARTA - The Corruption Eradication Commission (KPK) reminded state administrators that they should reject all forms of gifts, especially those that could potentially become a practice of gratification on the first occasion.

The statement was made by KPK Spokesperson Budi Prasetyo after the KPK's Gratification and Public Services Directorate did not follow up on the report of the rejection of the envelope from the Regent of Kuantan Singingi (Kuansing) Suhardiman Amby, which was submitted by the Minister of Forestry (Menhut) Raja Juli Antoni. According to him, the rejection from the beginning should have been carried out by state organizers as an anti-corruption commitment.

"The KPK has repeatedly appealed to all state organizers to reject any gifts that could potentially become gratification, which are prone to creating conflicts of interest," said Budi in a written statement, Saturday, July 18.

"Because we believe that the rejection from the beginning is a tangible form of commitment to integrity as well as efforts to maintain the independence and objectivity of state organizers in carrying out their duties," he continued.

Budi explained that the report should also be submitted by the state organizer if it is impossible to refuse directly. The way is easy by accessing the GOL KPK application and the reporting [email protected].

"Or (can, red) through the Gratification Control Unit or UPG in each instance, at the latest 30 working days from the receipt of the object or object," he said.

Budi also explained that the KPK rejected the report of the Secretary General of the Indonesian Solidarity Party (PSI) based on Article 14 of the Corruption Eradication Commission (Perkom) Regulation Number 1 of 2026.

"As for the status of the gratification report that was not followed up, it meets certain elements, including easily damaged objects, the receipt of gratification was reported incorrectly, the object is related to the investigation of the case, and the gratification is suspected of being related to a criminal act," he said.

As previously reported, the KPK named three people as suspects in the alleged bribery of the filling of the Kuansing Regent's post after conducting a hand-in-hand operation (OTT) on Monday, June 29. They are Kuansing Regent Suhardiman Amby, Kuansing Regent Zulkarnain, and Ardiles as President Director of PT Mitra Ideal Consultant.

In the construction of the case, Suhardiman allegedly asked for one unit of Toyota Land Cruiser 300 GR-S worth around Rp2.05 billion to the participants of the selection for the position of the Regional Secretary.

The request was fulfilled by Zulkarnain who bought the vehicle through a credit scheme using Ardiles' identity for financing applications.

The KPK also found other alleged receipts made by Suhardiman related to the process of releasing Limited Production Forest (HPT) areas. Investigators are said to be tracing the amount of receipts, the mechanism of giving to the party suspected of receiving at the Ministry of Forestry.

Meanwhile, Raja Juli through a press conference after the silent operation was held, admitted that the Regent of Kuansing Suhardiman Amby had left a sealed envelope after an audience at the Ministry of Forestry on June 2, 2026.

He then ordered his aide to return the envelope on June 5, 2026. However, the plan was delayed because his aide had to accompany him in the agenda of the service.

Furthermore, the Secretary General of the Ministry of Forestry then issued a letter of assignment to his aide on June 11, 2026.

Raja Juli then admitted that he contacted the Riau Police Chief to help bring his aide together with the Regent of Kuansing. The return of the envelope, he claimed, was made on June 12, 2026 at the Kuantan Singingi Police and was documented and had a receipt.
