THR money for Forkopimda from Cilacap Regent Found by the KPK in a Goodiebag During OTT

JAKARTA - The Corruption Eradication Commission (KPK) has revealed that the Eid al-Fitr allowance (THR) to be handed over to the Cilacap Regency Regional Leadership Coordination Forum (Forkopimpda), Central Java, has been prepared in a goodiebag or tote bag.

This finding has been seized and become evidence in the extortion case which began with a hand-in-hand operation (OTT) which ensnared Cilacap Regent Syamsul Auliya Rachman and Sadmoko Danardono as the Regional Secretary (Sekda) of Cilacap Regency on Friday, March 13.

The Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, said the money was obtained by the team at the house of Ferry Adhi Dharma as the Assistant II of Cilacap Regency.

"The team also secured evidence in the form of documents, electronic evidence (BBE) and cash amounting to Rp. 610 million. The money, including those who have been put into a goodie bag stored at FER's private house and will be given as THR to external parties," said Asep in a press conference at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Saturday, March 14.

In addition, Asep said, there was still other money that had not been settled and was still in Ferry's work area.

The hundreds of millions of rupiah were collected after Auliya, as the Regent of Cilacap, allegedly ordered Sadmoko to collect THR money for personal and external, namely Forkopimda. Cilacap Regency.

Sadmoko who can order then together with Sumbowo as Assistant I of Cilacap Regency; Ferry Adhi Dharma as Assistant II of Cilacap Regency; and Budi Santoso as Assistant III of Cilacap Regency discussed the value of external THR. The amount was said by Asep to reach Rp. 515 million.

To meet the amount, Asep continued, the three assistants then asked for a certain amount of money from each district in Cilacap Regency with a target deposit of Rp. 750 million. This request was submitted to 25 District Units, 2 Regional General Hospitals, and 20 Health Centers.

"At first, each work unit or satker was targeted to be able to deposit Rp75 million-Rp100 million. Although in the realization, the deposits received varied from Rp3 million to Rp100 million per regional device," he said.

The nominal amount of money is also regulated or considered by Ferry. "If the regional apparatus cannot meet the amount that has been determined, they are required to report to FER for consideration and be reduced from the target according to the agreement," explained Asep.

The money request must be collected before the 2026 Eid al-Fitr holiday or March 13, 2026. "If you have not made a deposit, the regional device will be billed by SUM, FER, BUD according to the scope of its region, assisted by the Head of the Cilacap Regency Food Security Office," said Asep.

Furthermore, the money that has been collected reaches Rp. 610 million. "The deposit will be handed over to FER by SAD as the Cilacap Regent," he said.

As a result of their actions, Auliya and Sadmoko were then suspected of violating Article 12 letter e and/or Article 12B of Law Number 31 of 1999 concerning the Eradication of Corruption as amended by Law Number 20 of 2001 concerning the Eradication of Corruption Jo. Article 20 letter c of Law No. 1 of 2023 concerning the Criminal Code.
