MenPANRB Ensures Employee Status At BP BUMN Remains ASN

JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (MenPANRB) Rini Widyantini, opened his voice about the fate of the state civil apparatus (ASN) at the Ministry of SOEs which will switch to the BUMN Regulation Agency (BP). He ensured that employees at the Ministry of SOEs remained ASN, only they would move to BP BUMN after it was officially formed.

"He will become a government institution, yes. Of course, in this law itself, the Ministry of SOEs will switch here (BP BUMN). And of course we will ensure that all ASN from the Ministry of SOEs will also move to this new agency," said Rini at the Parliament Complex, Senayan, Jakarta, Friday, September 26.

However, Rini admitted that she had not discussed further the ASN of the Ministry of SOEs, whether to also move to Danantara. What is clear, said Rini, is the status of a permanent employee as an ASN.

"If you don't know yet, because Danantara is a business institution, yes. Later, we haven't discussed it yet, but what is certain is that the Ministry of SOEs will be transferred to this new agency. (Status is the same) Yes," he said.

Regarding ASN salaries at BP BUMN, Rini said that there had been no discussion about this. His party, he said, still needs to discuss with the Minister of Finance, including seeing the readiness of the state budget.

"The Presidential Decree has just come out, later we really need to talk with the Minister of Finance. Yesterday the team had discussions as well. (About the increase) It must be calculated first, this must be the readiness of state finances first," said Rini.

"Hopefully in the near future we can. Right, there will be Presidential Decree 79, we will discuss that later," he added.

Rini said, he is certainly concerned about the welfare of ASN, but his party must also pay attention to the readiness of state finances.

"Of course, the President also wants to prosper ASN, but of course we must pay attention to the state finances that are being calculated," he said.

It is known that the nomenclature of ministries in State-Owned Enterprises (BUMN) will be replaced into a body through the revision of the BUMN Law (UU). This is the first point of the results of the Commission VI meeting of the DPR RI regarding the revision of the BUMN Law with the government at the Parliament Complex, Jakarta, Friday, September 26.

Chairman of the Working Committee (Panja) for the Revision of the State-Owned Enterprises (BUMN) Law, Andre Rosiade, said that the BUMN nomenclature was changed to the BUMN Regulatory Agency (BP).

"Regulations related to institutions that carry out government duties in the BUMN sector with the nomenclature of the BUMN Regulation Agency which is then called BP BUMN," said Andre reading the points of the revision of the BUMN Law.

In addition to changing the nomenclature, there are 10 other points of change in the draft law (RUU).

The main points for the change include regulating the transfer mechanism from the Ministry of SOEs to BP BUMN, as well as increasing the authority to play the role of BP BUMN in optimizing the role of SOEs.
