JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian has issued a circular containing an appeal to all local governments (Pemda) to re-evaluate the policy of increasing land taxes and rural and urban buildings (PBB-P2).

"The Minister has issued a circular urging him to conduct another evaluation," said Deputy Minister of Home Affairs Bima Arya Sugiarto at the Ministry of Home Affairs Office, Jakarta, Tuesday, August 20.

Bima said the appeal was issued to remind local governments to make policies that favor the people.

Bima revealed that there are 104 regions that raise PBB-P2 and 20 regions, including increasing the PBB-P2 above 100%.

"We believe that there is a comprehensive evaluation process so that the local government does not really issue policies that can burden the people and then also recalculate their fiscal income potentials," he said.

The circular is known to have been issued in the aftermath of a demonstration in Pati Regency, Central Java to reject the increase in PBB-P2 by 250% by the Regent Pati Sudewo.

Bima added that the Minister of Home Affairs had also given a letter of warning to the Regent of Pati regarding his policy.

"The Minister has given a warning, of course that, among other things, what is the name for causing a policy change there, the Regent then changed the policy, corrected it," said Bima.

The community demonstration in Pati took place on August 13, 2025, the mass of action demanding Regent Pati Sudewo resign from his position.
