The Ombudsman asked the Government to issue legal products or regulations relating to the certainty of the appointment of candidates for the state civil apparatus (CASN) for the 2024 Fiscal Year (TA).

Ombudsman member Robert Na Endi Jaweng said the effort needed to be carried out as a guarantee of the Government's certainty in resolving problems regarding the appointment of CASN 2024.

"That it is certain that the CASNs will be appointed, and of course October 2025 will be the deadline for the appointment of CPNS and March 2025 for CPPPK," said Robert when confirmed in Jakarta, Wednesday, March 12, as reported by Antara.

He conveyed that the postponement of CASN's appointment was related to the effectiveness of public services. CASN as a bureaucratic motorcycle is very important in improving public services in their respective agencies.

He gave an example, such as thousands of CASN health workers in an area that have not been appointed for a long time have the potential to disrupt health services.

Along with the dynamics of the CASN 2024 selection, the Ombudsman has received consultations and complaints from participants who have passed the selection.

However, according to the Ombudsman's working mechanism, he said, the selection participants were directed to report first to the relevant agencies, namely the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) and the State Civil Service Agency (BKN).

"Meanwhile, as part of the task of monitoring, the Ombudsman provides statement as an evaluative material for the Government," he said.

In addition to issuing regulations for certainty of the appointment of CASN, the Ombudsman also suggested that the Government need to measure elements of public losses due to the Calculated Delays Starting from the Date (TMT) of the CASN appointment.

The reason is, Robert assesses that apart from having an impact on the implementation of public services, there is also the potential for maladministration of services in the field of employment (CASN).

For this reason, he hopes that the Government needs to think about a solution approach to overcome the protracted postponement of appointments, such as compensation efforts, the Government's special approach to the previous workplace, and various other options.

For the sake of public accountability, the Ombudsman also asked the Government to convey information transparently regarding the reasons for delaying the appointment of CASN TA 2024.

According to him, certainty of information will help participants to prepare various anticipatory steps so as not to interfere with their economic conditions and not to be trapped in uncertain situations during the waiting period and become unemployed temporarily.

Meanwhile, as an exit-strategy, the Government is expected to develop a completion scheme through the mechanism for the gradual appointment of CASN TA 2024 for agencies that are administratively and financially ready.

He said as many as 207 agencies from 602 agencies asked for a postponement of appointments on the grounds of formation arrangement, administrative renewal, and so on.

"KemenPANRB and BKN must ensure that 395 agencies that are ready to immediately appoint CASN who have graduated without having to be done at once (currently)," said Robert asserted.

On the other hand, the Ombudsman hopes that the interpretation of the results of the Hearing Meeting (RDP) between Commission II of the House of Representatives (DPR) and the Government can be resolved soon.

Therefore, he believes that there needs to be a new initiative to find common ground between the DPR and the Government so that a final agreement and a similar interpretation appear on it.

Robert stressed that this is important to ensure the conducive situation is relatively complex at this time and can have a positive impact on efforts to resolve the problem of delaying the appointment of CASN TA 2024.

The Ombudsman appealed to the public to submit complaints or reports on maladministration through various official channels at the head office and various Ombudsman representative offices in 34 provinces.

The path of the official institutional mechanism is the main choice in fighting for access to administrative justice (administrative-justice) and expressions of citizens' democratic rights.
