JAKARTA - Chairman of Commission D DPRD DKI Jakarta Yuke Yurike urged the DKI Provincial Government, in this case the DKI Jakarta Water Resources Service, to accelerate the process of land acquisition for residents for the continuation of the normalization development of the Ciliwung River.

If the land parcels belonging to residents along the river have met the requirements to be released and the price offer has been agreed upon, then the land acquisition must be immediately taken care of by the Natural Resources Service without prolonged.

"The problem is in land acquisition, we should be able to push (drive) because it is necessary. We have to carry out the procedure, and we want it not to take long," said Yuke to reporters, Friday, March 7.

Yuke highlighted the slow process of determining the location (penlok) of land for residents to be purchased. This slows down the central government in carrying out the construction of the Ciliwung River embankment.

Yuke gave an example, in the penlok 1 with the land acquisition of the Ciliwung River from Kampung Melayu to Manggarai Water Gate, there are still 4.63 kilometers of land that have not been freed. In fact, the period of validity of the penlok has expired since July 2018.

Then in the penlok 2 land acquisition of the Ciliwung River from Jalan TB Simatupang to Kampung Melayu, there are still 7.6 kilometers of land that have not been acquired. Meanwhile, the validity period ends until February 2023.

Sometimes for almost a year, (the validity period) is dead. Penlok again from scratch. It won't be finished like that," he said.

He hopes that the DKI Provincial Government will create synergies across regional work units (SKPD) to facilitate and accelerate land acquisition.

"We recommend to the governor so that there is cross-agency coordination. If necessary, go to the ministry as well, coordinate with the central government," said Yuke.

Acting Head of the DKI Jakarta Water Resources (SDA) Office, Ika Agustin Ningrum, said that the target for land acquisition for the Ciliwung normalization project is still 17.17 kilometers long.

In 2024, the DKI Provincial Government has acquired land on the banks of the Ciliwung River in Rawajati and Cililitan Villages with a length of 200 meters.

"Previously, the remaining 17.4 kilometers had not been dropped, now as of 2024 yesterday there were only 17.17 kilometers," Ika told reporters, Wednesday, January 22.

This year, the DKI Provincial Government is still continuing to pay for the land acquired for the construction of the normalization embankment. Along with that, the central government through the Ministry of Public Works (PU) is building a physical embankment from the land that has been acquired.

"If you play on the Rawajati bridge, it looks like there is physical progress by the Ministry of Public Works. This year it is finished for the swampajati and cililitan segments," he explained.

This year, the DKI Provincial Government has allocated a budget of IDR 90 billion for land that has not been acquired in the Rawajati and Cililitan segments.

On the one hand, Ika admitted that the land clearing process took a long time.

"We're sorting out which ones have a basis for rights that don't have a basis for rights, then which ones are worth paying, which ones don't deserve to be paid. That needs effort," he added.
