Pramono asks the Senayan Parliament to help encourage the disbursement of DBH for Jakarta, HNW: Mr. Governor has a toll road, the Chairman of the DPR

JAKARTA - Deputy Chairman of the MPR Hidayat Nur Wahid (HNW) responded to the request of the Governor of DKI Jakarta Pramono Anung who asked for the support of members of the DPR and DPD RIdaerah pemilihan (dapil) Jakarta so that the central government accelerates the disbursement of revenue sharing (DBH) funds for the DKI Provincial Government.

The request was conveyed by Pramono in a meeting agenda with the DKI DPRD, DKI Provincial Government, as well as members of the DPR RI and the DPD RI for Jakarta. The DKI Provincial Government is currently waiting for the disbursement of DBH which has only been realized at around 23 percent of this year's budget ceiling.

Regarding the issue of DBH which was channeled from the Ministry of Finance (Kemenkeu) to the local government, HNW said the issue was directly related to the discussion of the budget in the DPR RI, especially through the Budget Agency (Banggar).

"If it is related to the revenue sharing fund, yes this is a fact that later happens is that this must also be connected if in the context of the DPR it is also connected with the Budget Agency," said HNW at the DKI Jakarta DPRD building, Thursday, July 30.

HNW then said that Pramono actually had a more effective informal communication channel so that the disbursement of the remaining DBH could be realized immediately. Considering that Pramono, as a senior politician of the PDI Perjuangan (PDIP), is in the same political party as the Speaker of the House of Representatives Puan Maharani and the Head of the Banggar DPR RI Said Abdullah.

"Of course, the Governor has a toll road, a very fast toll road, yes. Because even if the Budget Agency has a head. Well, he knows who the Head of the Budget Agency is and the Head of the Budget Agency must have the Speaker of the DPR. Moreover, he can know more, that's it. It means there is a path that allows us to communicate with each other," said HNW.

However, HNW assessed that the communication forum between the DKI Provincial Government, the DKI DPRD, the DPR RI, and the DPD RI is a positive step to strengthen inter-institutional coordination.

"We are very grateful and appreciate the ijtihad, a future breakthrough that brings us together with all members of the DPR RI with members of the DPRD and DPD RI. This is a good tradition," said Hidayat.

HNW also appreciated various policies that had been conveyed by the leadership of the DKI DPRD and the Governor of DKI in the meeting.

Previously, at the same event, Pramono asked for the support of all representatives from Jakarta to speak up for the acceleration of the disbursement of DBH, which is considered very necessary to support the development of the capital city.

"Mr. Chairman, Madam, brothers and sisters, once again, the matter related to the revenue sharing fund is indeed needed by Jakarta. So if later friends in the DPR RI, DPD RI, and friends in the DKI Jakarta DPRD also speak out, it is very good for Jakarta to build," said Pramono.

Where, the DBH cuts experienced by Jakarta in the 2026 APBD reached Rp. 15 trillion, so that the funds disbursed were only around Rp. 11 trillion. However, the DKI Provincial Government decided that three sectors should not be affected by budget cuts, namely education, health, and additional employee income (TKD) ASN.

Pramono admitted that he deliberately maintained the ASN TKD budget because he did not want the experience during the COVID-19 pandemic to be repeated.

"I don't want the ASN TKD to be cut. Because of the past COVID experience, frankly, until someone commits suicide in Jakarta, so that the event I don't want to happen again because not everyone who has had the opportunity like us all. That's why it's not cut," said Pramono.

According to Pramono, the impact of the DBH cut was felt in various sectors. However, he assessed that Jakarta's development could still proceed due to the transparency of policies and good coordination between the executive and legislative branches.

"Mr. Chairman, Madam, brothers and sisters, this is what, if I'm honest, then why does Jakarta still manage to build well, even though there is a huge DBH cut. The impact of DBH is felt everywhere," he added.
