JAKARTA - The planning of the DKI Regional Budget in the 2020 provisional budget priority-ceiling policy (KUA-PPAS) has been ratified.
The ratification was contained in a Memorandum of Understanding (MoU) signed by the Governor of DKI Jakarta Anies Baswedan and the leadership of the DKI DPRD.
The approval of the KUA-PPAS is one day faster than the planned target for tomorrow. This is because the KUA-PPAS discussion at the Budget Agency has been completed in the last two days.
"With this agreement, God willing, we will be able to process (budget planning) faster so that the APBD will be faster," said Anies at the DPRD DKI Building, Central Jakarta, Thursday, November 28.
After this, DKI Pemprov still needs to include components in each proposed budget item. Regional Work Units (SKPD) have to tweak the details of the budget because the nominal approved is less than the one proposed.
Initially, the submission of a budget resulting from discussions between the DKI Provincial Government and the Commission in the DPRD received a result of IDR 89.3 trillion. Then, the DKI Provincial Government predicts that regional revenue in this year will only amount to Rp. 87,129 trillion.
Then, at the Budget Board meeting, the DPRD urged the Regional Tax and Retribution Agency (BPRD) to add a regional revenue target by the end of the year, an increase of Rp. 800 billion.
The tax sector that must be boosted includes transfer fees for motor vehicles (BBNKB), motor vehicle fuel tax (PBBKB), hotel tax, parking tax, land and building tax (PBB). For the rest, DKI Pemprov is asked to increase regional retribution revenue.
Not only that, the DPRD has also cut several regional budget items, such as Rp1.2 trillion for transportation subsidies, and Rp400 billion for regional capital participation for PT JakPro. Then, there is housing financing down to IDR 500 billion.
As a result, the total agreed budget for the KUA-PPAS was Rp. 87,956,148,476,363 (Rp. 87.9 trillion).
Jakarta DPRD Chairman, Prasetio Edi Marsudi, explained that the draft budget cuts may interfere with the work program that has been planned. However, Prasetio asked the DKI Provincial Government to maximize budget efficiency for priority programs.
For example, the budget for the Home Acquisition Financing Facility (FPPR) was cut from Rp. 2 trillion to only Rp. 500 billion. In fact, this budget is planned to increase the number of housing units with DP 0 Rupiah by PD Sarana Jaya.
Prasetio asked SKPD not to buy land anymore. He explained that the DP 0 Rupiah policy would later be shifted by utilizing flats in Jakarta. According to him, there are land assets belonging to PD Pasar Jaya that can be used.
"Instead of buying new land to build housing, it is better to just build it like in the Grass Market. But, the facilities are no car parking, just motorcycle parking. If there is a car park, it is not our target to enter (into the housing)," said Prasetio.
