JAKARTA - The Ministry of Health (Kemenkes) will impose sanctions in the form of revocation of a practice permit (SIP) and a registration certificate (STR) for bullying in the Specialist Doctor Education Program (PPDS) if found guilty.

"There are various sanctions because we know that this bullying starts from mild, moderate, severe bullying, so the sanctions will follow that. It can be revoked (SIP and STR) if the sanctions are severe," said Acting Head of the Communication and Public Service Bureau of the Ministry of Health, Siti Nadia Tarmizi, as reported by ANTARA, Tuesday, September 3.

He emphasized that if the perpetrators of bullying are doctors who work in the vertical hospital (RS) of the Ministry of Health, the sanctions will be given according to mild to severe criteria as mentioned, ranging from warnings, decreases, to postponement of promotions.

"If he is a state civil servant (ASN), terminates the contract if he is a contract doctor, or if he is an ASN, he can be expelled from his ASN, if he is a specialist doctor or student, we return him to his medical faculty for coaching," he explained.

He said, if it has been returned to the medical faculty, PPDS students can be subject to sanctions, for example not being allowed to do education for a semester or several, not even being allowed to carry out educational practices in vertical hospitals at the Ministry of Health.

Meanwhile, if bullying occurs outside the scope of vertical hospitals, the Ministry of Health will send a letter.

"So we will write a letter, forward it again. If for example it is in a university-owned hospital, we will give a letter that there is this report by not mentioning the identity, but which part of the case is in or which study program," he said.

Nadia said this also applies to local governments because local governments also have educational activities at regional public hospitals, both provinces and districts/cities.

"For hospitals outside the Ministry of Health, if they officially ask us for help, we will definitely help, but if there is no request, it is not the authority of the Ministry of Health, so we cannot go that way," he said.

Regarding the case of bullying in PPDS against students of the Department of Anesthesia, Diponegoro University (Undip) Doctor Aulia Risma Lestari, Nadia said that until now the Ministry of Health is still temporarily stopping educational rides for specialist doctor education participants at Kariadi Hospital, Semarang, Central Java.

"So it's not stopping the study program, because if you stop the study program it's the authority of the university and the medical faculty. What we stop is the ride or educational place for specialist doctors at Kariadi Hospital. Until now, it's been about two weeks, so we have temporarily suspended these educational activities, and until now we haven't reopened it," he said.
