DPRD Agrees, All Honorary Jakarta Teachers Are Recruited To Become KKI Personnel This Year

JAKARTA - Commission E of the DKI Jakarta DPRD approved a budget request to appoint all honorary teachers in Jakarta to become individual work contracts (KKI) this year.

Previously, the DKI Jakarta Education Office only had a budget to recruit and pay 1,700 KKI personnel by the end of 2024. Meanwhile, the number of honorary teachers in Jakarta was 2,704.

"All honorary teachers who have not been appointed last year, this year we will appoint them through KKI," said Acting Head of the DKI Jakarta Education Office Budi Awaluddin in Jakarta, Monday, August 12.

In addition to honorary teachers, there are also 1,423 education staff who were previously paid honoraryly from education operational assistance funds (BOS).

They include janitors, security officers, and school administration officers. Furthermore, 1,423 education personnel will be appointed as other individual service providers (PJLP) in 2025.

"Next year will migrate to PJLP. So that it will be analyzed first by ORB (Article Organizational and Bureaucratic Reform Bureau) and BKD (Regional Civil Service Agency). There has been no determination of the position analysis," said Budi.

For information, the DKI Jakarta Provincial Government will open formations for Individual Work Contract (KKI) for thousands of honorary teachers and education personnel. The opening of the KKI formation was carried out this month.

In the draft APBD amendment, the DKI Provincial Government proposed additional budget allocations for this purpose. Because, currently all honorary teachers and honorary education personnel are threatened with no longer being able to work because of their unclear status.

So far, the appointment of honorary teachers has not gone through recommendations from the Education Office. So, they do not have Basic Education Data (Dapodik), have a Unique Number of Educators and Education Personnel (NUPTK).

As a result, hundreds of honorary teachers in Jakarta were dismissed unilaterally by their respective principals after the cleansing policy.

This has drawn protests from various parties. Finally, the Acting Governor of DKI Jakarta Heru Budi Hartono decided to open space for honorary teachers to take part in the selection of KKI non-ASN public school teachers at the DKI Jakarta Education Office so that they can still teach with clear status.
