Residents Are Disappointed That The South Jakarta City Government Has Not Followed Up On The Resto Problem Of Settlement Disruption

JAKARTA - Residents of Melawai, Kebayoran Baru, South Jakarta, admitted that they were disappointed because the South Jakarta City Government had not followed up on their complaints against restaurants and cafes whose operations disrupted local residents' settlements.

Residents of Melawai complained that it was rare for the roads, sidewalks, and the front areas of residents' houses to be used as parking spaces for restaurant and cafe customers there.

Residents also admitted that they were often disturbed by the noise of music coming from the restaurant.

In fact, the Head of RW 01 Melawai Nizarman Aminuddin said that his residents had complained to the Chairman of the DKI Jakarta DPRD Prasetyo since last week. Prasetyo has also asked the South Jakarta City Government to resolve this issue.

"There is no progress. So if I say there is no communication. There is absolutely no change in the daily activities of these cafes. It seems that we are ignored, ignored by the sub-districts and sub-districts," Nizarman told reporters, Wednesday, June 26.

Nizarman said that the sub-districts and sub-districts had not provided any information regarding the prosecution of the operation of restaurants and cafes that disturbed residents in their area.

"We have complained to the sub-district, the sub-district has reached the people's representative (DPRD) as well. I think we are disappointed, yes, very disappointed. Where else should we report this? Should we go to the president?" complained Nizarman.

Nizarman, who also serves as Chairman of the RW Association in Melawai Village, admitted that he was worried that if this issue had not been resolved, the same problems would arise in other places, especially in Melawai.

"Local governments issue permits, which regulate and supervise disciplinary enforcement rather than regulations. We residents only report what the situation is," said Nizarman.

After a complaint from residents of RW 01, now residents of RW 03 Melawai also submitted similar complaints. The head of RW 03 Melawai, Rizky Viriyanto, also said that his residents were worried about the operation of a number of restaurants and cafes.

"In my place, illegal parking lots are rife. Every day I only take care of illegal parking. The existence of these cafes also worries about safety, cleanliness and the environment. Their waste smells everywhere, right," explained Rizky.

He assessed that the Government was too free to establish a place of business even though it was disturbing because it was located in a residential area.

"There should be an anticipation of which housing is for business. Now it's just being left alone. Moreover, the market demand here is big, so there are those who want business," he said.

Previously, the chairman of the DKI Jakarta DPRD, Prasetyo Edi Marsudi, admitted that his party often received complaints from residents regarding the existence of food and beverage businesses built in residential areas.

Some of the complaints came from residents living in the Tulodong area, Widya Chandra, Kemang to Melawai. When protested, the manager of the place of business claimed they had obtained an online single submission (OSS) permit to run a business.

"Residents protest here, but the mayor can't say anything because there is an OSS that refers to Law Number 11 of 2020 concerning Job Creation," Prasetyo told reporters, Thursday, June 20.

The OSS issued by the Ministry of Investment/Investment Coordinating Agency (BKPM) is an electronically integrated business licensing system. OSS is used with the aim of cutting time and bureaucracy in the business licensing process.

However, according to Prasetyo, unfortunately the central government in issuing OSS did not pay close attention to the zoning designation set by the local government. As a result, residents who live around businesses in residential areas are often disturbed.

"They should coordinate with the local government with the rules. The reference for issuing the permit, he doesn't see demographics in his area that this is not for the business. Just hit by this OSS rule," said Prasetyo.
