Bali Police revealed the modus operandi of the perpetrators of the mixed petroleum gas (LPG) from a 3-kilogram tube to a 12-kilogram tube by the suspect IWR (61).

"The suspect IWR mixed the 3 kilograms to 12 kilogram subsidized LPG tube to learn from friends, done manually," said Deputy Director of Criminal Investigation at the Bali Police Adjunct Senior Commissioner of Police Ranefli Dian Candra accompanied by Head of Sub-Directorate IV of the Bali Police Ditreskrimsus AKBP M. Iqbal Senjak, Wednesday, June 19.

Police arrested IWR behind his house in Banjar Pande, Abiansemal Village, Abiansemal District, Badung Regency, on Sunday (16/6) at around 06.20 WITA.

When arrested by Unit 2 Team Sub-Directorate IV of the Bali Police Ditreskrimsus, IWR was mixing or transferring the contents of the gas from the 3 kilogram subsidized LPG tube into a non-subsidized LPG tube measuring 12 kilograms.

During the arrest, said Ranefli, there were 15 12 kilograms of LPG cylinders being filled from 3 kilograms of LPG cylinders.

To fill one 12 kilogram LPG tube, four LPG subsidized units of 3 kilograms are needed. Furthermore, after being filled, the 12 kilogram gas cylinder is sold to consumers at a price of Rp. 200,000 per tube.

The motive for the suspect IWR to mix the contents of the LPG cylinder is to get multiple benefits from LPG subsidies of 3 kilograms which the government should have given to the underprivileged.

"His income as a trader in the market was unable to meet household needs. The wife of the suspect IWR also knew about her husband's actions, but his wife did not participate in the gas supply so she could not be convicted even though she knew there was an act of mixing at her house," said Ranefli.

According to Ranefli, the IWR action is included in the category of home gas mixing because it works alone. Currently, the police will still conduct an examination of a witness with the initials M from Baturiti, Tabanan Regency, who is suspected of being a supplier of LPG3 kilograms to the suspect IWR.

"Witness M will be questioned by investigators from the Bali Police Ditreskrimsus on Thursday (20/6)," he added.

The suspect IWR admitted that he had received gas supply from M for the past four years and after knowing how to mix, he started mixing for the past four months until he was finally arrested by the police.

The evidence confiscated from the suspect at the crime scene was 40 units of 12 kilograms of LPG, seven units of empty LPG cylinders, 107 units of 3 kilograms of LPG, 174 empty 3-kilogram LPG cylinders, 15 iron pipes with 15 centimeters long which were used as gas mixing media.

In addition, the police also confiscated a Suzuki Carry car to transport gas cylinders, a 10-centimeter-sized nail, 21 clear plastic packs in a torn state used for ice ice packaging, and 16 rubber crystals.

IWR was charged with Article 55 of Law Number 22 of 2001 concerning Oil and Gas as amended in Article 40 number 9 of Law Number 6 of 2023 concerning Stipulation of Government Regulations in lieu of Law Number 2 of 2022 concerning Job Creation into Law with a maximum penalty of six years in prison and a fine of IDR 60 billion.
