Risma-Gus Hans Asks For Re-voting In The East Java Regional Head Election Without Khofifah-Emil Dardak

JAKARTA - The Candidate Pair for Governor and Deputy Governor of East Java Number 3 Tri Rismaharini and Zahrul Azhar Asumta (Risma-Gus Hans) asked the Constitutional Court to re-vote for the 2024 East Java Pilkada in all polling stations (TPS).

One of Risma-Gus Hans's attorneys, Tri Wiyono Susilo, said that the re-voting was requested without including candidate pair number 2 Khofifah Indar Parawansa and Emil Elestianto Dardak.

"Ordered the East Java Provincial KPU to carry out re-voting in the 2024 East Java Governor and Deputy Governor Elections at all polling stations throughout East Java Province ... by not including the Candidate Pair for Governor and Deputy Governor of East Java Number 2 Khofifah Indar Parawansa and Emil Elestianto Dardak," said Susilo reading the petitum during a preliminary hearing at Building II MK, Jakarta, Antara, Wednesday, January 8.

In his petitum, Risma-Gus Hans also asked the Court to disqualify Khofifah-Emil Dardak because he was considered to have committed a structured, systematic and massive violation (TSM).

Risma-Gus Hans also requested that the East Java Provincial KPU Decree Number 63 of 2024 concerning the Determination of the Election Results for the Governor and Deputy Governor of East Java Province in 2024 be canceled.

In addition, according to Risma-Gus Hans, the correct 2024 East Java Pilkada votes were the Risma-Gus Hans pair who received 6,743,095 votes, while candidate pair number 1 Luluk Nur Hamidah-Lukmanul Khakim received 1,797,332 votes.

Risma-Gus Hans's camp argued that the Khofifah-Emil Dardak pair, who according to the East Java Provincial KPU was appointed governor and deputy governor elected, had committed TSM violations.

One of the frauds conveyed by Risma-Gus Hans's legal team at trial was related to the spread of social assistance. According to them, the massive spread of social assistance is correlated with the addition of votes for the Khofifah-Emil Dardak pair.

"After we used the data, using the program, it turned out that the spread of social assistance and the acquisition of candidate pairs 2 (Khofifah-Emil Dardak) had a correlation. To calculate how the correlation between the provision of social assistance and the voter level of 2, there is a formula, but later we will present experts to explain," said Susilo.

On the other hand, the Risma-Gus Hans camp said, there was a significant difference in invalid votes between the gubernatorial election (pilgub) and the election for regents (pilbup) in East Java. Susilo said the invalid vote of the gubernatorial election reached 822,394, while the gubernatorial election was only 366,273.

It was also argued that there was manipulation of the C.Hasil gubernatorial form in a number of polling stations. "This is also a C. Hasil that was quoted as ex-ex (deleted using a correcting liquid, ed.), even though it should have been crossed out," said Susilo.

Risma-Gus Hans's 2024 East Java Pilkada dispute case was registered with Number 265/PHPU.GUB-XXIII/2025. Risma-Gus Hans is the only plaintiff of the East Java regional election results, while his rivals who have also lost, Luluk and Khakim, are not suing.
