JAKARTA - The National Disaster Management Agency (BNPB) proposed a budget of IDR 1.887 trillion in the 2025 budget ceiling, one of which was focused on strengthening disaster mitigation.

The budget proposal was directly disclosed by the Head of BNPB Suharyanto in the preliminary meeting of the 2025 budget work plan with members of Commission VIII DPR in Jakarta, Tuesday, June 4.

Suharyanto said that of the Rp1,887 trillion, the majority of which were allocated for the work plan to strengthen disaster mitigation worth Rp103,250 billion and rejuvenation or provision of equipment logistics at the Regional Disaster Management Agency (BPBD) throughout Indonesia worth Rp1.7 trillion.

A number of work plans have been prepared by BNPB ranging from urgent needs, such as the installation of signs and disaster information boards in disaster-prone areas and the preparation of an early warning system to anticipate potential hydrometeorological disasters, to long-term community empowerment plans. the establishment of a national disaster mitigation coordination forum, disaster-resilient village programs in 30 villages, preparation of reconstructions for new provinces, preparation of RPKB for new provinces, and establishment of disability service units in five locations. "The condition of disaster management equipment at the center and in the regions is also no longer feasible and needs rejuvenation to support preparedness in emergency conditions," said Suharyanto as quoted by ANTARA.

The Head of BNPB admitted that he really hoped that Commission VIII of the DPR could accept the budget proposal, because their budget capacity was very limited to carry out national disaster mitigation.

This is because in general the BNPB indicative ceiling for the 2025 budget year work plan is IDR 927.574 billion. This number has decreased very drastically by around 67.3 percent from the 2024 budget allocation.

It is even known that the total budget for mitigation activities, which is under the Deputy for Prevention of BNPB, only gets an allocation with a total value of IDR 57.511 billion which is smaller than in 2024 with a total of IDR 175.676 billion.

In fact, his party assesses that disaster mitigation is very important, in addition to disaster impact management, so that the government is able to reduce the impact of damage and especially casualties due to natural disasters.

Suharyanto reflects that in mid-January-June 2024 there have been as many as 860 disasters that require continued attention and handling. Two of the hundreds of disasters caused major damage and casualties, namely the flash flood disaster accompanied by cold lava from Mount Marapi in West Sumatra and floods accompanied by landslides in Luwu Regency (South Sulawesi).

"We have tried internally to shift the budget to the prevention sector, but of course this condition is still far from what is expected, so it is hoped that the disaster data can become a real reflection as a basis for proposing the addition of this budget," he said.
