Inspector General Napoleon's Request Collided With A Permit Even Though He Had Seen Death Three Times

JAKARTA - The former Head of International Relations Division (Hubinter) of the National Police, Inspector General Napoleon Bonaparte, cannot get his wish to move the detention cell from the Bareskrim Polri detention center to the Mako Brimob remand center. His request was hit by a permit.

The failure of the transfer of the detention cell of the accused of alleged red notice bribery was discovered when the public prosecutor (JPU) conveyed information to the panel of judges regarding this matter.

This is because the panel of judges had previously granted Inspector General Napoleon Bonaparte's request to move the place of detention.

"Regarding the judge's appointment, we have tried to transfer the detainee of Inspector General Napoleon from the Bareskrim detention center to the Mako Brimob detention center. We brought the person concerned to be transferred to the Mako detention center but when we got there we could not enter the Mako detention center, we were not allowed," said the prosecutor at the trial. at the Corruption Court, Jakarta, Monday, March 1.

Even though they had not received permission at that time, said the prosecutor, they had waited until late afternoon and continued to try to place Inspector General Napoleon Bonaparte at the Mako Brimob detention center. It's just that the effort failed because they still didn't get permission.

Until finally, it was decided if Inspector General Napoleon Bonaparte was still placed in the detention cell of the Police Criminal Investigation Unit.

Furthermore, the prosecutor said that he had coordinated with Bareskrim Polri regarding conditions inside the detention center. The results of the coordination by Bareskrim confirmed that they had taken steps to anticipate the spread of COVID-19.

"We have also confirmed to the Bareskrim remand center that they have anticipated the covid prisoners. Related to this. We would like to submit a request to keep the person concerned at the Bareskrim detention center," he said.

Responding to this, the presiding judge Muhammad Damis said that he would consider this matter.

Meanwhile, if you look at the origin of the request, at that time Inspector General Napoleon gave a letter of request to the panel of judges. The contents asked to be moved to a place of detention because of fears of being exposed to COVID-19.

"On February 16, 2021, we received a letter submitted by the defendant's team of lawyers regarding a request that the prisoners be moved to their place in detention, namely that they were initially held at the Bareskrim detention center and requested that they be transferred to the Mako Brimob detention center," said Damis.

So, at that time, Damis asked the prosecutor to consider the petition. But at that time the prosecutor, who did not know the reason behind the petition, immediately rejected it.

Damis then explained the reasons for the request, one of which had the spread of COVID-19. However, the prosecutor remained in his position by rejecting the request.

"There were several reasons put forward, including the increase in the spread of the COVID-19 outbreak in the environment where the defendant was detained. That is the point and in the letter it was stated that prisoners had died due to exposure to COVID-19," said Damis.

Then, Inspector General Napoleon also explained the reasons for the request. He is afraid of being exposed if he remains detained at the Criminal Investigation Prison. Because, while serving detention there, he had witnessed several deaths.

"I have been in the Criminal Investigation Prison for more than 4 months. I count that in the past 2 months, 3 prisoners died positive for COVID-19," said Inspector General Napoleon.

In fact, Inspector General Napoleon expressed his fear of getting worse when he saw the body of Ustaz Maaher. Moreover, Ustaz Maaher's cell right next to his detention room.

"The last 2 weeks ago on February 8, 2021, on Monday, when I arrived in the cell at half past 8 in the evening, passing in front of me was the body of Ustaz Maaher whose cell position was right next to my room. Police, "he said.

For information, in the case of alleged bribery for the removal of red notice, Inspector General Napoleon Bonaparte was sentenced to 3 years imprisonment.

Inspector General Napoleon is said to have accepted bribes from Joko Tjandra. The bribe was intended to remove Joko Tjandra's name from the red notice list.

When receiving the bribe, Inspector General Napoleon was still the Head of the International Relations Division (Hubinter) of the National Police. He is said to have received 200 thousand Singapore dollars and 370 thousand US dollars from Tommy Sumardi.
