Fugitives In Corruption Cases At The West Pasaman Hospital Arrested In Bekasi

The West Pasaman District Prosecutor's Team, the West Sumatra High Prosecutor's Office together with the Attorney General's Office arrested Hendri Putra S who has been on the People's Wanted List (DPO) since 2022 due to a corruption case in the construction of the Regional General Hospital (RSUD) for the 2018-2020 fiscal year.

"The perpetrator was arrested in Bekasi by the AGO team. After that, it was handed over to the West Sumatra Prosecutor's Arrest team and picked up by West Pasaman Kejari investigators to Jakarta," said West Pasaman District Attorney Muhammad Yusuf Putra as quoted by ANTARA, Friday, March 8.

He said Hendi Putra S during the process of investigating the case was not cooperative or did not attend the summons after a proper and legal summons was made in accordance with the Criminal Procedure Code.

Hendi was not present every time a summons was made so he was designated as a DPO.

"The perpetrator is a resident of the Regency Block G9 RT 004/RW 019, Cimuning Village, Mustika Jaya District, East Bekasi," he said.

The Kejari explained that the budget for the construction of the West Pasaman Hospital phase I was sourced from the General Allocation Fund (DAU), Regional Incentive Funds (DID) and Special Allocation Funds (DAK) with a total of more than Rp136 billion.

"The position of the perpetrator who was arrested was the Director of PT Telaga Pusteng Indonesia (TGI) who collaborated to cooperate with Operation (KsO) with PT MAM Energindo (the winner of the auction) specifically for the work on mechanical items of electrical plumbing in accordance with the Partnership Agreement Letter dated June 26, 2018," he said.

This was done because PT. MAM Energindo did not meet the qualifications for the work, but the KSO was only to fulfill the requirements so that PT MAM met the auction requirements.

As a reward or fee for the loan of PT TGI, the Director of PT MAM Energindo Ali Amril (separate files) has illegally given a number of fees of Rp500 million to Hendi Putra S, which was both agreed upon at the beginning of the agreement.

Hendi Putra S himself was appointed as Director of PT TGI based on the deed of statement of the decision of the extraordinary general meeting of shareholders (GMS) of the company Number 1 dated April 2, 2018, which was made before notary Muhammad Kholid Artha in Jakarta.

After PT MAM Energindo and PT TGI Kso were declared the winners of the auction, the contract was then signed with Number: 027/07/SPK/PA-RSUD/2018 dated July 20, 2018.

"The two companies did not carry out their respective duties, even Ali Amril was looking for new partners to do all the construction work of the hospital," he said.

The colleague was sought for the wish of the Director of PT MAM Energindo together with the Director of PT TGI, which was originally only borrowed by the company to work on MEP and get a fee of Rp250 million.

However, in the end, he wanted to carry out all construction work at the West Pasaman District Hospital, it was beyond the capacity and qualifications of PT TGI with the Ali Amril agreement to receive a fee of 15 percent of the contract value.

"As a form of commitment fee, Ali Amril has received a panjar fee from Hendi Putra S amounting to Rp. 3 billion so that the work is carried out by PT TGI which is an incompetent party and has the qualifications as stipulated in the contract," he said.

Over time, Hendi Putra S did not carry out his work according to the proper progress of the time of implementation so that Ali Amril took over the work again by giving compensation money to Hendi Putra S amounting to Rp4.75 billion.

Because Hendi Putra S as Director of PT TGI has never carried out his obligation to do MEP work as stipulated in the Kso agreement, resulting in a deviation of MEP work which causes state financial losses.

"The matter has been on the run since 2022 and finally the team (arrested fugitives) of the Indonesian Attorney General's Office found him in Bekasi and secured him. Currently it feels like it is in a Detention Center in Padang," he said.
