KPK: Former Director General Of The Ministry Of Manpower Reyna Usman Knows The Auction For The TKI Protection System Project

JAKARTA - The Corruption Eradication Commission or the KPK has detained the former Director General (Dirjen) of the Placement of Manpower and Transmigration, Reyna Usman and the Secretary of the Ministry of Manpower Planning and Development Agency (Barenbang), I Nyoman Darmanta.

Both are suspected of conducting an auction for the Indonesian labor protection system (TKI) project at the Ministry of Manpower (Kemnaker) for the 2012 period.

"The selection of the winner of the auction is fully known by IND and RU," said Deputy Chairperson of the KPK, Alex Marwata, to reporters, Thursday, January 25.

The consolidation of the auction began when the Ministry of Manpower and Transmigration carried out the procurement of the TKI protection system in 2012.

Then, Reyna proposed a budget of Rp. 20 billion for the procurement. Then, I Nyoman Darmanta was appointed as the Commitment Making Officer or PPK.

Furthermore, I Nyoman and the Director of PT Adi Inti Mendiri, Karunia, held a meeting in March 2012. In this meeting, it was agreed that the estimated price preparation (HPS) would use single data from PT AIM.

"For the auction process, which from the start has been conditioned by the winner, is a company owned by KRN," he said.

After the project was underway, the inspection was carried out. Apparently, there are work items that do not match the specifications when the work contract is carried out such as hardware composition and software.

"The factual conditions, among which have not been installed with hardware and software at all, are the main bases for the placement of migrant workers in Malaysia and Saudi Arabia," said Alex.

However, PT AIM with Nyoman's approval still accepts 100 percent payment. In fact, work in the field has not been completed.

"Based on the calculation of the Supreme Audit Agency, the alleged state financial loss caused in this procurement is around Rp. 17.6 billion," said Alex.

In this case, they are charged with Article 2 paragraph (1) or Article 3 of the Law of the Republic of Indonesia Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law of the Republic of Indonesia Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) to 1 of the Criminal Code.
