Lalai Doesn't Check Quality When Procuring Corn Seeds, NTB Prosecutor's Office Set 5 PPHP Teams As Suspects

The West Nusa Tenggara High Prosecutor's Office revealed the alleged criminal act of the work-receivable committee team (PPHP) for the procurement of corn seeds at the NTB Provincial Agriculture and Plantation Office in 2017. "So, they (the PPHP team) are suspected of not checking, is the corn seeds held by the provider as required in the contract? That's it," said Assistant for Special Crimes at the NTB Prosecutor's Office Ely Rahmawati in Mataram, Antara, Thursday, December 14. In addition, without going through checking goods, the PPHP team immediately signed a statement from the examination results that the procurement of goods was in accordance with the contract document. "The letter of handover of the results of the work was signed by stating that the work was in accordance with 100 percent," he said. In fact, there were complaints from farmers who received corn seeds. The complaint relates to the damaged and moldy condition of the seeds so that they cannot become planting seeds. This has been strengthened based on the results of the audit on the calculation of state financial losses from the NTB Financial and Development Supervisory Agency (BPKP) worth IDR 27.35 billion. By finding such alleged criminal acts, the special criminal prosecutor named the PPHP team consisting of five people with the initials RA, IKA, LI, MIE, and LWP as suspects. "We suspect them to be under Article 2 paragraph 1 and / or Article 3 of the Anti-Corruption Law, because they contribute to enriching others," he said. With this determination, Ely emphasized that his party had not yet determined the detention agenda because there was still a further investigation stage. "We again summoned the suspects to undergo an examination, because last week they were present without legal assistance," he said. The corn seed procurement project for the 2017 fiscal year costs IDR 48.25 billion. The seed distribution is carried out in two stages. The first stage was carried out by PT Sinta Agro Mandiri (SAM) belonging to the convict Aryanto Prametu with a budget of IDR 17.25 billion for the procurement of 480 tons of corn seeds. The second stage was carried out by PT Wahana Banu Sejahtera (WBS) owned by the convict Lalu IkhwanulRIBy with a budget of IDR 31 billion for 840 tons of corn seeds. From this procurement, the prosecutor's office had previously revealed four suspects who are now inmates. They are Khusnul Fauzi, the former Head of the NTB Distanbun, Wayan Wikanaya as the project PPK, and two directors of corn seed providers, namely Aryanto Prametu and Lalu IkhwanulHubby.

In the files of four convicts, the prosecutor's office in the indictment included the results of the NTB BPKP audit of Rp27.35 billion. State losses in this case have been charged to two convicts who act as seed providers, namely Lalu IkhwanulHubby and Aryanto Prametu.
