Previously, the Minister of Religion (Menag) Yaqut Cholil Qoumas at the Commission VIII Working Meeting of the DPR RI which was held on Monday, November 13, 2023, proposed that the 2024 BPIH increase with an average of RP105 million per congregation.

The increase in costs is used to finance several components such as flight costs, accommodation, consumption, transportation, services at embarkation, debarkation and immigration, services at Armunzna (Arafah-Muzdalifah-Mina), insurance premiums, protection, travel documents, living costs, and coaching Hajj pilgrims.

Minister of Religion Yaqut said that the proposed increase in BPIH emerged using the assumption that the exchange rate of the dollar exchange rate against the rupiah was Rp. 16,000. Meanwhile, the assumption of the Saudi Arabian exchange rate (SAR) against the rupiah was Rp. 4,266.

"We propose the "Living cost" in 1445H/2024M is the same as in 1444H/2023M of SAR750 which will be paid in the form of SAR with the consideration of protecting Hajj pilgrims from large exchange rate fluctuations imposed by money exchange companies," said Yaqut at the Parliament Building, quoted by VOI, Wednesday, November 15, 2023.

"The 2023 Hajj fee, agreed with the assumption that the US dollar 1 exchange rate was IDR 15,150 and SAR was IDR 4,040. Meanwhile, the proposed 2024 Hajj fee was prepared assuming a US dollar 1 exchange rate of IDR 16,000 and 1 SAR of IDR 4,266," explained the Director General of Hajj and Umrah Hilman Latief, quoted from the official website of the Ministry of Religion.

"If we check the exchange rate of dollars against rupiah per day, it is already at Rp. 15,700. Well, in the BPIH proposal, we use the assumption of Rp. 16,000 because the exchange rate is indeed very volatile," he continued.

This difference in exchange rates, said Hilman, has an impact on increasing service costs.

Hilman stated that the 2024 BPIH proposal will still be discussed with the Panja which consists of the government and the DPR. The Panja will hold a series of meetings, including meetings that discuss the most ideal exchange rate assumptions.
