The General Elections Commission (KPU) has consolidated plans to revise KPU Regulation (PKPU) Number 10 of 2023 concerning the Candidacy of Members of the DPR, Provincial DPRD, and Regency/City DPRD to Commission II of the DPR.

"We are of the view that PKPU before becoming PKPU was consulted in a hearing (RDP) with the DPR and the Government. Then when we received approval, our view was one way of synchronizing and harmonizing the KPU's views on norms and laws," said KPU Chairman I Hasyim Asy'ari as reported by ANTARA, Wednesday, May 17.

He conveyed this in the RDP of Commission II of the DPR with the KPU, the Election Supervisory Body (Bawaslu), the Honorary Council of Election Organizers (DKPP), and the Ministry of Home Affairs (Kemendagri) at the DPR building.

He conveyed that the revision essentially highlighted the change in the norms of Article 8 paragraph (2) PKPU Number 10/2023 regarding the provisions for calculating 30 percent of the total representation in the list of prospective female legislative candidates proposed by political parties participating in the 2024 General Election.

Hasyim conveyed that the revision step that would be taken by his party was based on input from the Coalition for Concerned Women's Representation who had met the leadership of Bawaslu at the Bawaslu office, Jakarta, Monday (8/5).

They submitted a number of requests to Bawaslu. The civilian coalition, which consists of 23 organizations, asked Bawaslu to issue recommendations to the KPU to immediately revise Article 8 of PKPU 10/2023.

The coalition questioned Article 8 paragraph (2) of PKPU 10/2023 which stipulates that the result of the quota of 30 percent of women's representation is rounded down if it is in the form of a fraction with two points behind the coma not reaching 50. This provision is considered to reduce the number of female legislative candidates.

On the same occasion, Bawaslu Chairman Rahmat Bagja conveyed that based on this input, Bawaslu, KPU, and DKPP had held a tripartite forum or three parties at the DKPP Office, Jakarta, Tuesday (9/5) night.

The discussion in the forum finally agreed to revise the PKPU 10/2023.

Hasyim previously conveyed that with the revision, the provisions in the article will be changed to a 30 percent calculation of the number of prospective women in each electoral district, resulting in a fractional figure being collected upwards.

Next, Hasyim said that the KPU would add Article 94 A paragraphs (1) and (2) in the PKPU 10/2023. Paragraph (1) regulates for political parties (parpol) participating in the election who have submitted a list of candidates before the revision of this KPU regulation, making improvements to the list of candidates until the deadline for submitting candidates, namely May 14, 2023.

"Then, paragraph (2) regulates, in the event that political parties participating in the election cannot improve the list of candidates until the deadline for registration, to improve the list of candidates at the stage of improving the requirements for prospective candidates," said Hasyim.
