JAKARTA - Member of the Jakarta DPRD PSI faction, August Hamonangan, asked the Governor of DKI Jakarta Anies Baswedan to immediately pay the DKI PNS allowances in December 2020.

"I checked on the simpeg.jakarta.go.id site, it turns out that civil servant benefits have not been paid. Please, the Governor, do not delay the payment of civil servants' rights," August said in his statement, Tuesday, January 19.

Anies is known to have issued Governor Regulation Number 2 of 2021 concerning Amendments to Governor Regulation Number 49 of 2020 concerning Rationalization of Income of Civil Servants in the Context of Handling COVID-19.

In Pergub Number 49 of 2020, Anies made a rationalization by cutting civil servant benefits by 50 percent due to the COVID-19 pandemic. The cuts are in effect from April to December 2020.

However, in the regulatory changes in Pergub Number 2 of 2021, the rationalization of income is starting from April to November 2020. This means that the civil servant benefits in December are paid in full.

August received reports that a number of civil servants are looking forward to the payment of allowances in December 2020. Because, for months they only get 50 percent income.

"Friends of civil servants have to borrow here and there to cover family needs and pay installments. If the civil servants are restless, then it can interfere with the government's performance in serving the community," he said.

Previously, DKI DPRD Chairman Prasetyo Edi Marsudi also asked Anies to return the remaining ASN DKI regional performance allowance (TKD) for handling COVID-19. TKD has been detained since mid-2020 to be transferred to handling COVID-19.

Initially, Anies cut DKI ASN TKD by 25 percent due to diverted handling of social assistance due to COVID-19. Then, the TKD payment of the next 25 percent of TKD was postponed until next year due to the lack of income from DKI.

So, starting from April to December 2020, ASN in all regional work units (SKPD) DKI has only received 50 percent.

The deduction and postponement of the ASN TKD was carried out to align the target of rationalization of the DKI Jakarta Regional Budget which is estimated at IDR 47.2 trillion which will be decided in the middle of this year.

It turns out that when the APBD was determined for the 2020 budget year, the 2020 DKI Regional Budget reached IDR 63.23 trillion. With the excess of the use of this budget, the DPRD encourages the DKI Pemprov to return 25 percent of the detained TKD.

"Whether we realize it or not, they are our heroes in Jakarta. They are in direct contact with the community during a pandemic like this," said Prasetyo.
