JAKARTA - Head of the DKI Jakarta Transportation Agency, Syafrin Liputo, now admits that his party has no plans to withdraw the draft Regional Regulation (Raperda) on Electronic Traffic Control (PL2SE) to the DKI Jakarta DPRD.

In fact, previously Syafrin said that he would withdraw the draft regulation regulating the implementation of a paid road system or electronic road pricing (ERP) from discussions at the DKI Jakarta DPRD.

"Once again, it's not a withdrawal. We will communicate with the council (DPRD) because it's still being discussed at the council," said Syafrin at the DKI Jakarta City Hall, Monday, February 13.

Syafrin explained that the procedure for reviewing ERP regulations by DKI Pemprov does not mean withdrawing the Raperda from the regional regulation formation program (propemperda).

Before discussions on the PL2SE Raperda proceed to the DPRD, said Syafrin, the DKI Pemprov will examine in detail the articles that are being disputed by the community, especially the ojol group which has held several demonstrations against the ERP.

"The existing draft will then be communicated again by involving all stakeholders to get input. The input will be reviewed if it becomes urgent for arrangements to be made in the draft regional regulations for electronic traffic control," explained Syafrin.

The ERP implementation plan in Jakarta has drawn resistance from community groups. A number of online motorcycle taxi (ojol) drivers held a demonstration in front of the DKI DPRD Building and DKI Jakarta City Hall.

The ojol action at the DKI City Hall on Wednesday, February 8 was visited by the Head of the DKI Jakarta Transportation Agency Syafrin Liputo. Syafrin was asked to clarify plans for implementing electronic road pricing (ERP).

Initially, Syafrin answered diplomatically about the demands of the mass action. Syafrin said that the DKI Provincial Government would follow up on two demands of ojol, namely reviewing the PL2SE Raperda and excluding online transportation from vehicles included in ERP payments.

That answer did not satisfy the masses of ojol. Syafrin finally admitted that he would submit a withdrawal that his party would withdraw the P2LSE Raperda from the Regional Regulation Formation Agency (Bapemperda) DPRD DKI. Thus, the Raperda P2LSE will not be included in the discussion agenda this year.

"I can emphasize that currently, the Raperda is in the DPRD. We will coordinate with the DPRD for the Raperda to be returned to the Provincial Government," said Syafrin.

However, the next day, Acting (Acting) Governor of DKI Jakarta Heru Budi Hartono admitted that he would hand over the fate of discussing the rapeda that regulates the ERP to the DPRD DKI Jakarta.

"That's up to you, if the DPRD wants to return (Raperda PL2SE), then go ahead," said Heru when met at the DKI Jakarta City Hall, Thursday, February 9.

Heru revealed that currently, the ball for drafting the basic regulations to implement ERP is in the hands of the DPRD because it has been included in Propemperda in 2023.

However, in the midst of the rejection of a number of people towards this paid road system, Heru ensured that the local government would consider public aspirations before realizing them.

"It's currently being processed in the DPRD. It depends on the directions from fellow DPRD members, so we'll follow them. What's important is that we pay attention to all aspirations," he said.
