JAKARTA - The DKI Jakarta Regional Revenue and Expenditure Budget (RAPBD) draft for the 2023 fiscal year has experienced trimmings due to the swelling of trillions of rupiah.

One program that has experienced a budget cut is the plan to build an Intermediate Treatment Facility (ITF) for the western service area.

In the previous discussion, PT Jakarta Propertindo submitted a regional investment (PMD) of IDR 338 billion to start the construction of the ITF in the western region next year. However, finally, the DKI Provincial Government and DKI Regional House of Representatives (DPRD) agreed to cross out the budget.

The Head of DKI Jakarta Regional Owned Enterprise Development Agency (BP BUMD), Fitria Rahadiani, explained that the elimination of several budget items, including the western ITF, took into account the priority scale.

"We are sorting out which ones can be prioritized in 2023, and which ones can be carried out in the following years. There is one that we want to prioritize so that it becomes piloting, then later followed by other points. So, this is indeed one that is encouraged to focus on, then later on the others", said Fitria when met at the Kramat Jati Central Market, East Jakarta, Thursday, December 1.

One development priority that Fitria refers to is the construction of ITF Sunter in North Jakarta. According to Fitria, ITF Sunter is more ready to be built because the process of assessing potential investors has already been carried out.

"Information we received, Sunter is the most prepared. So, which one is the readiest, then it will be piloting for future projects", she explained.

In the RAPBD that has been agreed upon, the Provincial Government of DKI provides an injection of capital to Jakpro to build ITF Sunter with a budget of IDR 517 billion.

On that occasion, Fitria explained the reasons for her party to cut the budget. The budget posture for regional equity participation (PMD) for 10 BUMDs in the previous RAPBD reached IDR 8.1 trillion. Then, this budget was trimmed to IDR 7.2 trillion.

Fitria said that the DKI Pemprov must cut the 2023 APBD so that it can balance the region's ability to obtain the revenue it receives.

Moreover, the Governor of DKI Jakarta, Heru Budi Hartono, has three main priorities in using next year's budget, namely controlling floods, overcoming congestion, and anticipating a recession.

"Indeed, our financial capacity is also limited. The distribution is not only for PMD, there must be another P-section to deal with traffic jams, then floods, then recession. That is a consideration. So, we really have to have an important choice, which one is ready for us to work on", he added.
