IPW Asked The National Police Chief Not To Leave The League 1 Match Permit Before It Was Held By The KLB Regarding The Election Of The New Chairman Of PSSI

JAKARTA - Indonesia Police Watch (IPW) asked the National Police Chief General Listyo Sigit Prabowo not to issue a permit for the League 1 competition before the Extraordinary Congress (KLB) was held by FIFA on February 16, 2023 to elect the new PSSI General Chair.

If the National Police Chief General Listyo Sigit Prabowo gives permission to roll out the League 1 competition on December 2, 2022, the National Police Chief has committed a violation of the Perpol he issued himself.

According to IPW, the police must respect the Independent Fact Finding Joint Team (TGIPF) of the case of the death of 135 Arema supporters at the Kanjuruhan Stadium who have submitted their report to President Joko Widodo.

Chairman of the Indonesia Police Watch (IPW) Sugeng Teguh Santoso explained, one of its contents is a recommendation for PSSI. In letter A it is stated that normatively, the government cannot intervene with PSSI, but in a country that has a moral and ethical and culture basis and it is appropriate for the General Chairperson of PSSI and all ranks of the Executive Committee to resign as a form of moral responsibility for the death of 712 people.

"When this report was prepared, 132 people died, 96 people were seriously injured, 484 people were moderate and lightly injured, some of whom could have long-term impacts," Teguh said in his statement, Sunday, November 27.

Meanwhile, in letter B, he continued, the recommendation for PSSI was mentioned, to maintain the sustainability of the PSSI management and save national footballers. PSSI stakeholders are asked to accelerate the Congress or hold an Extraordinary Congress (KLB) to produce PSSI leadership and management with integrity, professional, responsibility and freedom from conflicts of interest.

According to IPW, the government will not grant permission for professional football league matches under PSSI, namely League 1, League 2, and League 3, until significant changes and readiness by PSSI in managing and running football competitions in the country.

Meanwhile, football matches outside Liga 1, Liga 2, and Liga 3 will continue with public order and coordinating with the security forces.

With the issuance of Police Regulation (Perpol) Number 10 of 2022 concerning Security of the Implementation of Sports Competitions signed by the National Police Chief, General Listyo Sigit Prabowo, the highest leadership in the police must be consistent in implementing it.

"Because this regulation aims to provide security and safety guarantees for the holding of sports competitions in accordance with article 2," he said.

This is a way out of the incident at the Kanjuruhan Stadium which killed 135 people due to the use of tear gas by the police. Thus, the police who have a very strict security function to issue match permits in accordance with Article 5 mandate at the Perpol.

"Because Article 5 states that paragraph 1 is the existence of security stages starting from pre-activities, implementation of activities and post-activities by looking at potential disturbances, thresholds for disturbances, and real disturbances as stated in paragraph 2," he said.

In the pre-activity, as stated in Article 9 there must be security exercises and security titles, in addition to notification of plans, risk assessment and licensing.

"In football, the notification of the planned time-term sports competition is submitted to the police no later than 60 days according to article 10 of the Perpol security and the organizers are given a certificate of evidence," said Sugeng.

Until now, continued Sugeng, when referring to the proof of the implementation of the competition as referred to in the Perpol, PT LIB and PSSI have not been pocketed, IPW considers that the implementation of the League 1 competition will be held on December 2 is a dream.
