Government Prepares 4 Scenarios For Transferring ASN To Nusantara Capital City

JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas said the government has prepared four scenarios for the transfer of the state civil apparatus (ASN) to the National Capital (IKN) of Nusantara.

"There are (scenarios) 1,2,3, and 4. Something like that because later the functions that provide business services may still be in Jakarta, but the policy support functions will be there," said Azwar at the Presidential Palace complex, Jakarta, as reported by ANTARA, Wednesday, October 19.

The four scenarios are the first to transfer 2,000 ASN, second 5,700 ASN, third 60,000 ASN, and fourth 100,000 ASN.

The transfer of ASN, said Azwar, will be carried out in 2024, while the selection of the transfer scenario is based on the number of selected ASN personnel or human resources.

In addition, in transferring ASN to IKN, the government will look at the realization of the development of support systems in IKN, such as the provision of spatial planning, office availability, and priorities in government affairs.

Currently, said Azwar, the government is preparing a comprehensive transformation in IKN, including for ASN work procedures. He gave an example that one form of transformation is the trimming of the personnel service system.

"What was previously 11 stages with the State Civil Service Agency (BKN) has been reduced to three stages. People who take care of promotions, transfers, then want to retire don't take long like now. So it is necessary to transform the ASN system," he said.

According to Azwar, the government wants ASN to move to IKN with pleasure, not because of coercion. Therefore, the government must first build adequate infrastructure and supporting capacity in IKN before the transfer of ASN occurs.

"The carrying capacity of education, health, and the environment is an inseparable part," he said.

Azwar gave an example of an adequate form of infrastructure, namely the construction of schools from kindergarten to university with good quality. Then, public facilities such as hospitals, places of worship, and social facilities will be built adequately.

“The air is good, the vehicle has no pollution, and everything is electric. People will move there," he said.

He hopes that IKN will truly become a future city that attracts people to move.

The government builds IKN in East Kalimantan in four phases of development from 2022 to 2045. The cost required to build IKN is estimated at IDR 466 trillion.

As much as 20 percent of the total cost will come from the government budget, while 80 percent will come from cooperation with investors.
