At first, Armuji asked for detailed drawings of the culvert work in the area. However, after looking at the drawing carefully, Armuji said, before being installed it should be backfilled with sand and stone (sirtu) with a thickness of 10 centimeters.

"I found a box culvert that was directly installed without being drilled with a thickness of 10 centimeters," said Armuji.

Finding this, Armuji ordered that the implementing contractor be called to the location. After about half an hour of waiting, the contractor's representative finally arrived.

"Let's fix it, if you install the 'box culvert', don't be careless. The mayor and I want the development in Surabaya to be useful, not the original installation," he said.

He also ordered that every drawing of the physical work plan be posted so that the community members could participate in supervising it. Armuji also asked if residents found physical work that was not suitable, they could report it to the Surabaya City Government.
