Still Owned By Private, DKI Provincial Government Admits It Can't Get Land To Build MRT Depot In West Ancol

JAKARTA - There is one obstacle in the construction of MRT Phase 2 which is currently being worked on. President Director of PT MRT Jakarta William Sabandar admitted that his party had not yet been able to obtain land to build an MRT depot in the West Ancol area.

This land is the final point in the planned phase 2B MRT construction with the Kota-Ancol Barat MRT station route which has not yet started. Currently, construction is still being carried out in phase 2A with the HI-Kota roundabout route.

The problem is that part of the land use rights (HGB) in West Ancol still belongs to a Japanese company, PT Asahimas Flat Glass, even though the land use rights (HPL) belong to the DKI Provincial Government in the name of the BUMD PT Pembangunan Jaya Ancol.

There are 7 HGB areas that are contracted out to PT Asahimas and 3 other HGBs belonging to BUMD DKI, namely PT Jakpro. Asahimas HGB expiration deadlines vary. HGB expires in 2022 at the earliest and 2029 at the latest.

“Indeed, we are constrained by the fact that we haven't decided on the availability of the Depo's land. We are still discussing and trying to ensure that the Government's commitment to the status of the depot land can be completed immediately," William was quoted as saying on the official website of the DKI Jakarta DPRD, Wednesday, March 30.

William said that his party had the option to acquire around 19.6 hectares of land. The options are for the provincial government to acquire land through the Department of Transportation or only cooperate with PT Asahimas Flat Glass, which still owns the HGB of the land.

“The process has not moved because there are two options. First, the land acquisition is carried out by the DKI Provincial Government, or we are trying to do B2B (business to business)," said William.

Continuing, the Head of Commission B of the DKI Jakarta DPRD, Ismail, asked PT MRT Jakarta to continue to acquire land by conducting a special study so as not to cause problems in the future.

"Especially to ensure that the acquisition of the West Ancol Depot land, we will close it again with commission B, and we will monitor it so that there are no practices that violate legal aspects," said Ismail.
